The Government will introduce the Shipping and Port Control (Cargo Handling) (Repeal) Regulation and the Shipping and Port Control (Works) Regulation into the Legislative Council on October 11, 2006.
A spokesperson for the Economic Development and Labour Bureau said today (October 4), "We propose to repeal the existing Shipping and Port Control (Cargo Handling) Regulations (Cap. 313 sub. leg. B) and introduce the new Works Regulation to enhance the safety of workers on board ocean-going vessels by aligning the safety standards of works on board ocean-going vessels with those applicable to local vessels as prescribed under the Merchant Shipping (Local Vessels) (Works) Regulation.
"The new Works Regulation will introduce further safety requirements over the existing Cargo Handling Regulations. For instance, lifting appliances on board ocean-going vessels will be subject to the requirement for test and examination by a competent examiner not only when first taken into use but also periodically thereafter. The penalty for contravention of testing and examination requirements in the new regulation will also be increased," the spokesperson said.
The two pieces of subsidiary legislation will be published in the Gazette on October 6, 2006 and introduced into the Legislative Council on October 11, 2006.
