To strengthen District Councils' (DCs) role in district administration and ensure that district needs are promptly met, the Government launched a three-month consultation seeking public views on proposals set out in the document entitled "Review on the Role, Functions and Composition of District Councils". The consultation will end on July 31, 2006, and people are welcome to submit their views on the proposed enhancement of district work and the proposed strengthening of the role of DCs.
A Government spokesman said today (July 23) that the purpose of the DC Review was to ensure that public policies were implemented from a "people-oriented" perspective and effectively implemented at district level. The DC Review has put forward proposals to expand the functions of DCs, strengthen the role of District Officers, enhance communication between DCs and the Administration, and improve the remuneration package of DC members. The package of measures aims to strengthen the role of DCs in district administration and ensure that district needs are promptly met.
"The success of District Administration depends on the support and input of all concerned. To tap into the views of the local community, we have attended meetings with the 18 DCs and organised three public forums. We welcome more views from the public on the proposals set out in the public consultation document on Review on the Role, Functions and Composition of District Councils," the spokesman said.
