2006 Honours List

   The 2006 Honours List will be published in the Government Gazette today (July 1). This is the ninth full Honours List since the reunification.

    The Chief Executive has accorded awards to 277 people in this year's Honours List, including:

    This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service.

    The presentation ceremony for the awards will be held later this year, tentatively in October.

    Following are the citations on the award recipients of the 2006 Honours List:

Grand Bauhinia Medal (GBM)
--------------------------

The Honourable Lee Yeh-kwong, Charles, GBS, JP

Mr Lee is awarded the GBM for his wide range of distinguished public service, in particular, his significant contribution as an Executive Council Member, to the development and promotion of the securities market in Hong Kong as well as the setting up and development of the Mandatory Provident Fund Scheme Authority. Mr Lee has also been involved in the promotion of performing arts and in charity work. He has a long and illustrious record of public service.

Dr LEE Tung-hai, Leo, GBS, JP

Dr LEE is awarded the GBM for his remarkable contribution to community and charitable service, youth development, promoting the community's understanding of the motherland, as well as Hong Kong's cultural exchanges with the international community in the past decades. He has also made exemplary efforts in promoting the Basic Law and the implementation of "One Country, Two Systems" in both Hong Kong and the Mainland.

Mr TUNG Chee Hwa

Mr TUNG is awarded the GBM in recognition of his selfless dedication to Hong Kong. Throughout his service as the Chief Executive, Mr TUNG has devoted himself wholeheartedly to the job of governing Hong Kong, with an enormous sense of commitment and responsibility. He ensured Hong Kong's stability during his term of office, successfully implemented the "One Country, Two Systems" model, led Hong Kong to overcome the Asian financial crisis and promoted the economic synergy between the Mainland and Hong Kong.

Gold Bauhinia Star (GBS)
------------------------

The Honourable Bernard Charnwut CHAN, JP

Mr CHAN is awarded the GBS for his distinguished public and community service, particularly his contribution in promoting the development of the insurance industry and furthering the interests of the underprivileged in Hong Kong.  In his various public service roles, Mr CHAN has served as an effective communication link between the Government and the insurance sector.

Ir LO Yiu-ching, JP

Mr LO is awarded the GBS in recognition of his loyal and distinguished service to the Government and the Hong Kong community over the past 32 years.  In particular, he has made valuable contribution in steering forward major public works projects and in promoting quality improvements in the construction industry.

Mr CHAU How-chen, SBS, JP

Mr CHAU is awarded the GBS for his long and outstanding public and community service, particularly in Tsuen Wan District.  In his capacity as the Chairman of the Tsuen Wan District Council, Mr CHAU has served as an effective communication link between the district and the Government.  He has also actively supported a wide spectrum of community building and charitable activities.  

Mr YU Kwok-chun, SBS, JP

Mr YU is awarded the GBS for his distinguished public and community service, particularly for his significant contribution to the economic development of Hong Kong, and his active involvement in consolidating the views and efforts of the local community organizations in support of the HKSARG¡¦s governance.  Mr YU has made exemplary service in the development of retail industry.  He is also a staunch supporter to charitable services.

Ms LEE Lai-kuen, Shelley, JP

Ms LEE is awarded the GBS in recognition of her loyal and distinguished service to the Government and the Hong Kong community.  In particular, her sterling contribution to the promotion and development of district administration and her compassion towards those in difficulty are highly acclaimed.  Ms LEE retired as the Permanent Secretary for Home Affairs after serving 34 years with the Government.

Dr MONG Man-wai, William

Dr MONG is awarded the GBS for his significant contribution to charity and community service.  He has set up the "Shun Hing Education and Charity Fund Ltd", which sponsors a wide variety of activities in areas covering children, education, culture, elderly, medical, social welfare and sports. Dr MONG is also highly devoted to serving Hong Kong's higher education sector and his advice has contributed significantly to the development of our tertiary institutions.

Medal for Bravery (Gold) (MBG)

Mr CHU Chun-kwok

Mr CHU, a Police Constable, is awarded the MBG in recognition of his utmost gallantry in discharging his constabulary duties in Cheung Sha Wan on July 19, 2005.  Mr CHU was stabbed in the neck by an assailant during a stop-and-question.  Despite his serious injury with blood spraying from his wound, Mr CHU applied his diminishing energy to try to chase and apprehend the assailant who was still holding the knife, until Mr CHU collapsed due to significant loss of blood.  Mr CHU has shown exceptional courage and gallantry of the highest order during a life-threatening situation.

Mr SIN Ka-keung, Wilson

Mr SIN, a Police Constable, is awarded the MBG in recognition of his utmost bravery in a gunfight at Tsim Sha Tsui pedestrian underpass on  March 17, 2006.  Mr SIN and his partner, the late Mr TSANG Kwok-hang, were ambushed at the underpass near Canton Road and Austin Road while they were performing patrolling duty.  Both of them were shot in their faces.  In response, Mr SIN returned fire and struggled with the assailant despite having been seriously injured.  Mr SIN also managed to activate the emergency button.  Meanwhile, his partner, the late Mr TSANG, fired five shots which all fatally hit the criminal.  The brave act of Mr SIN in subduing the criminal, despite his serious injuries and the danger involved, has removed a serious threat from society.  Mr SIN has shown exceptional courage and gallantry of the highest order.

Mr TSANG Kwok-hang (deceased)

Mr TSANG, a Police Constable, is posthumously awarded the MBG in recognition of his utmost bravery in a gunfight at Tsim Sha Tsui pedestrian underpass on March 17, 2006.   The late Mr TSANG and his partner, Mr SIN Ka-keung, Wilson, were ambushed at the underpass near Canton Road and Austin Road while they were performing patrolling duty.  Both of them were shot in their faces.  In response, Mr SIN returned fire and struggled with the assailant.  At the same time, Mr TSANG also fired five shots which all fatally hit the criminal.  Mr TSANG also managed to activate the emergency button to summons for reinforcement through the beat radio before he passed out.  The brave act of Mr TSANG in subduing the criminal, despite his fatal injuries, has removed a serious threat from society.  Mr TSANG has shown exceptional courage and gallantry of the highest order.

Mr LAM is awarded the SBS for his distinguished public and community service, in particular, his contribution to the development of Islands District and the protection of the interests of the Islands residents and the indigenous population in the New Territories.

Ir Dr the Honourable HO Chung-tai, Raymond, JP

Dr HO is awarded the SBS for his distinguished public and community service, in particular, his valuable contribution in promoting the development of the construction and engineering sector in Hong Kong.

The Honourable FUNG Kin-kee, Frederick, JP

Mr FUNG is awarded the SBS in recognition of his long and meritorious public and community service, in particular, his contribution in promoting the well-being of Sham Shui Po community as well as his valuable advice on public housing development and poverty relief.

Ms TING Yuk-chee, Christina, BBS, JP

Ms TING is awarded the SBS for her veteran and outstanding public and community service, in particular, her dedicated service to Eastern District community and her valuable contribution to the welfare of women, children and the elderly.

Mr NG Sze-fuk, George, BBS, JP

Mr NG is awarded the SBS in recognition of his distinguished public and community service, in particular, his dedicated service to Sai Kung community, his contribution in pioneering the Healthy Cities project in Tseung Kwan O, as well as his valuable advice on the implementation of new policies and the resolution of district issues.

Dr CHAN Tung, BBS, JP

Dr CHAN is awarded the SBS for his outstanding public and community service, in particular, his dedicated service to Sham Shui Po community and his unfailing support to the Correctional Services Department's effort to re-integrate rehabilitated offenders into the community.

Mr IP Kwok-chung, BBS, JP

Mr IP is awarded the SBS for his distinguished public and community service, in particular, his dedicated service to Yau Tsim Mong community.  In his various public service roles, he has served as an effective communication link between the local community and the Government.

Mr HO Wing-huen, Frederick, JP

Mr HO is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  Under his leadership, the Census and Statistics Department has received wide recognition for its professionalism both locally and overseas.  Mr HO retired as the Commissioner for Census and Statistics after serving 39 years with the Government.

Mr LI Tze-leung, Brian, JP

Mr LI is awarded the SBS for his distinguished public and community service, in particular, his contribution in promoting the electrical and photo-making industry in Hong Kong.

Mr LEE Jark-pui, JP

Mr LEE is awarded the SBS in recognition of his remarkable contribution to the community, particularly in steering the promotion of voluntarism and the provision of legal aid service and other social services.

Mr LAM Chun-man, JP

Mr LAM is awarded the SBS for his distinguished and exemplary service to the Government and the Hong Kong community.  In particular, he has steered the Fire Services Department towards its goal of providing a quality fire and ambulance service to the community.  Mr LAM retired as the Director of Fire Services after serving 38 years with the Government.

Professor LAM Kin-che, JP

Professor LAM is awarded the SBS for his distinguished public and community service, particularly his valuable contribution in the environmental protection field. In his capacity as the Chairman of the Advisory Council on the Environment, he has contributed sound and balanced advice to the Government on environmental protection matters, especially in relation to environmental impact assessment.

Dr KO Chan-gock, William, JP

Dr KO is awarded the SBS in recognition of his long and dedicated service to the Government and the Hong Kong community.  In particular, he has made valuable contribution in water resources planning and established rapport and partnership with officials in the Guangdong Authorities.  Dr KO retired as the Director of Water Supplies after serving 38 years with the Government.

Ir Dr TSUI Shung-yiu, JP

Dr TSUI is awarded the SBS for his dedicated and meritorious service to the Government and the Hong Kong community, particularly in promoting the growth of the Hong Kong Shipping Register and maintaining Hong Kong's status as a leading hub port and international maritime centre.  Dr TSUI retired as the Director of Marine after serving 28 years with the Government.

Mr TSAO Tak-kiang, Lorenz, JP

Mr TSAO is awarded the SBS in recognition of his loyal and exemplary service to the Government and the Hong Kong community, particularly his valuable contribution to the public works infrastructure development.  Mr TSAO retired in the post of the Director of Civil Engineering and Development after serving 36 years with the Government.

Mr HSU Hsung, Adolf, JP

Mr HSU is awarded the SBS for his exemplary contribution in a wide range of public and community service, particularly his active involvement in the development of the New Life Psychiatric Rehabilitation Association.

Dr Judith Mary Longstaff MACKAY, JP

Dr MACKAY is awarded the SBS for her distinguished public and community service, particularly her long dedication to the campaign on tobacco control and her contribution to the promotion of the well-being and advancement of women in Hong Kong.

Mr WU Moon-hoi, Marco, JP

Mr WU is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community. Under his leadership, the Buildings Department implemented the revised enforcement strategy against unauthorized building works and took a major step forward in the promotion of green buildings in Hong Kong.  Mr WU retired as the Director of Buildings after serving 39 years with the Government.

Mr Robert Charles Law FOOTMAN, JP

Mr FOOTMAN is awarded the SBS in recognition of his loyal and dedicated service to the Government and the Hong Kong community.  In particular, he has made remarkable contribution in the areas of postal services and transport development in Hong Kong.  Mr FOOTMAN retired as the Commissioner for Transport after serving 31 years with the Government.    

Professor FAN Sheung-tat

Professor FAN is awarded the SBS for his outstanding achievements in the field of liver transplant, particularly his contribution in refining the surgical technique of live donor liver transplantation and extending the procedure to adult patients using the right lobe liver graft.

Mr TSAO Wen-king, Frank

Mr TSAO is awarded the SBS in recognition of his significant contribution to the development and promotion of the maritime industry in Hong Kong as well as his dedicated effort in advocating maritime education and promoting maritime research and development.

Distinguished Service Medal for Disciplined Services and the ICAC

Mr Kevan COOPER, PMSM

Mr COOPER is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 30 years.

Mr KONG Shing-shun, PMSM

Mr KONG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He retired as a Chief Superintendent of Police and has served in the Force for over 35 years.

Mr AU Hok-lam, Herbert, PMSM

Mr AU is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 35 years.

Mrs Bonnie Yee Lo SMITH, PMSM

Mrs SMITH is awarded the Hong Kong Police Medal for Distinguished Service in recognition of her outstanding performance and dedicated service in the Hong Kong Police Force.  She retired as an Assistant Commissioner of Police and has served in the Force for over 33 years.

Mr WONG Doon-yee, Charles

Mr WONG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now an Assistant Commissioner of Police and has served in the Force for over 28 years.

Mr David MADOC-JONES

Mr MADOC-JONES is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force.  He is now a Chief Superintendent of Police and has served in the Force for over 33 years.

Mr CHEUNG Yin-chiu, Aaron

Mr CHEUNG is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department.  He is now a Chief Fire Officer and has served in the Department for over 33 years.

Mr CHAN Chor-kam

Mr CHAN is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department.  He is now a Chief Fire Officer and has served in the Department for over 29 years.

Mr PEH Yun-lu

Mr PEH is awarded the Hong Kong Immigration Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Immigration Department.  He is now an Assistant Director of Immigration and has served in the Department for over 28 years.

Mr Samson CHAN, CSMSM

Mr CHAN is awarded the Hong Kong Correctional Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Correctional Services Department.  He is now an Assistant Commissioner of Correctional Services and has served in the Department for over 31 years.

Mr Gerald Roger OSBORN

Mr OSBORN is awarded the Hong Kong ICAC Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the ICAC.  He is now an Assistant Director of the ICAC and has served in the Commission for over 23 years.

Mr YAU is awarded the BBS for his meritorious public and community service, particularly in the promotion of race relations and integration of new arrivals and ethnic minorities into the local community.

Mrs CHOR CHAN Chui-yuk, Jennie, JP

Mrs CHOR is awarded the BBS for her dedicated and meritorious service to the Government for over 31 years. She is currently the Deputy Commissioner for Labour in the Labour Department.

Dr SHING Shiu-ching, Elizabeth, JP

Dr SHING is awarded the BBS for her meritorious public and community service, particularly for her contribution and valuable advice to the Public Service Commission and the Electoral Affairs Commission.

Mr FUNG is awarded the BBS in recognition of his meritorious public and community service, particularly for his contribution in promoting recreation and sports activities in Wong Tai Sin District.

Mr MANSUKHANI is awarded the BBS for his dedicated and meritorious service to the Government for over 34 years.  He retired as a Chief Controller of Posts of the Hongkong Post.

Mr Eddie WANG

Mr WANG is awarded the BBS for his valuable contribution to charity and community service, particularly for his work as Chairman of the Tung Wah Group of Hospitals.

Mrs Cissy PAO WATARI

Mrs WATARI is awarded the BBS in recognition of her significant contribution to the promotion and development of culture and arts, especially in ballet.

Mr SHEK Hon-kei, Simon

Mr SHEK is awarded the BBS for his valuable contribution in promoting the cultural exchange among Hong Kong, Mainland and Taiwan.

Mr CHU Ka-lok, Peter

Mr CHU is awarded the BBS for his significant contribution to the development of the electrical business sector and his valuable advice on matters concerning electrical safety.

Mr KONG Kai-ming

Mr KONG is awarded the BBS for his valuable contribution to the education of arts in Hong Kong, especially in promoting arts among youths.

Professor TO is awarded the BBS for his active support and significant contribution to the development of the public library service in Hong Kong.

Mr TO is awarded the BBS for his valuable contribution to charity and community service in Hong Kong, particularly his work as Chairman of the Po Leung Kuk.

Mr CHAU is awarded the BBS in recognition of his dedicated and meritorious community service, particularly for his contribution in promoting aviation education in Hong Kong.

Mr CHOW is awarded the BBS for his meritorious public and community service, particularly for his contribution to the media sector.

Mr SUN is awarded the BBS in recognition of his distinguished and dedicated service to Hong Kong's financial markets, particularly for his valuable contribution to the regulation of the accountancy profession.

Mr KWOK Hing-wai, Kenneth, SC

Mr KWOK is awarded the BBS in recognition of his meritorious public and community service, particularly for his valuable contribution to the financial services sector.

Ms CHAN Shun-kit, Kittie

Ms CHAN is awarded the BBS for her dedicated and meritorious service to the Government for over 40 years.  She retired as a Principal Nursing Officer of the Department of Health.

Mr CHAN Wai-ming

Mr CHAN is awarded the BBS for his dedicated and meritorious service to the Government for over 34 years.  He retired as a Principal Social Work Officer of the Social Welfare Department.

Miss CHAN Sui-ching, Iris

Miss CHAN is awarded the BBS in recognition of her significant contribution to the complaint management function of the Hospital Authority and the governance responsibilities of Tseung Kwan O Hospital.

Mr MAK Kwok-wah

Mr MAK is awarded the BBS for his dedicated and meritorious service to the Government for over 38 years. He retired as an Assistant Director of Information Services of the Information Services Department.

Mr Rusy Motabhoy SHROFF

Mr SHROFF is awarded the BBS for his valuable contribution to charity and his dedicated service to the Hong Kong Tuberculosis, Chest and Heart Diseases Association.

Mr TONG Wing-shing

Mr TONG is awarded the BBS for his dedicated and meritorious service to the Government for over 33 years.  He retired as a Senior Assistant Director of Housing of the Housing Department.

Mrs FUNG MA Kit-han, Jenny

Mrs FUNG is awarded the BBS in recognition of her significant contribution to the promotion and development of sports for the physically disabled.

Mr WONG Kwok-kin

Mr WONG is awarded the BBS for his valuable contribution to the advancement of employees' rights and benefits as well as the promotion of harmonious labour relations in Hong Kong.

Dr HWANG Shu-tak, James

Dr HWANG is awarded the BBS in recognition of his significant contribution in the planning and development of public hospital services as well as the training of surgeons in Hong Kong.

Mr LAU is awarded the BBS for his significant contribution in enhancing the identity of Hong Kong design overseas and in promoting design education in Hong Kong.  

Mr LAI Ip-cheung

Mr LAI is awarded the BBS for his dedicated and meritorious service to the Government for over 39 years.  He is currently the Chief Housing Manager of the Housing Department.

Mr LEUNG is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force.  He is now a Senior Superintendent of Police and has served in the Force for over 31 years.

Mr YU Shi-cheung

Mr YU is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force.  He is now a Chief Inspector of Police and has served in the Force for over 32 years.

Mrs NG TSUI Fung-ying, Pauline

Mrs NG is awarded the Hong Kong Police Medal for Meritorious Service for her exemplary and devoted service in the Hong Kong Police Force.  She is now a Chief Superintendent of Police and has served in the Force for over 26 years.

Ms LEE Wing-yee
