WTO Closed Area Order traffic arrangements

Police will implement special traffic arrangements in Wan Chai area to ensure the smooth running of the Hong Kong Ministerial Conference (HKMC) of the World Trade Organization.

A) Traffic arrangements for HKMC closed area

Road closure

1.  Tim Wa Avenue except for vehicles of the People's Liberation Army (PLA);

2.  A section of Edinburgh Place between Queen's Pier and Connaught Road Central (subject to traffic situation); and

3.  A section of Marsh Road southbound between Hung Hing Road and Lockhart Road between 7am on December 12 and 11.59 pm on December 18.

Traffic diversion

1. Traffic leaving the Citic Tower car park will be diverted southward along Tim Mei Avenue and then turn left to Harcourt Road eastbound;

2. Traffic along Performing Arts Avenue northbound will be diverted to the slip road leading to Performing Arts Avenue southbound;

3. Traffic leaving the open space outside Hong Kong Red Cross will be diverted to the slip road leading to Performing Arts Avenue southbound;

4. Traffic along Fenwick Pier Street westbound will be diverted to Fenwick Pier Street Flyover;

5. A section of Harbour Road between Fleming Road and Fenwick Pier Street will be converted to one-way westbound;

6. Traffic along Harbour Road westbound heading for Hong Kong Convention and Exhibition Centre and Grand Hyatt Hotel will be allowed to turn right for their respective destination;

7. Traffic except authorised vehicle along Fleming Road northbound must turn right into the Convention Avenue eastbound;

8. Traffic except authorised vehicle along Convention Avenue westbound must turn left into the Fleming Road southbound;

9. Traffic along Hung Hing Road eastbound is prohibited to turn right into Marsh Road southbound between 7 am on December 12 and 11.59 pm on December 18;

10. Traffic along Wan Shing Street must turn right into Hung Hing Road eastbound between 7am on December 12 and 11.59 pm on December 18; and

11. Traffic along Hung Hing Road eastbound is prohibited to manoeuvre U-turn near the Wan Shing Street junction between 7 am on December 12 and 11.59 pm on December 18.

    Vehicles driving along Hung Hing Road eastbound are prohibited to turn right to Marsh Road southbound, whilst a section of Hung Hing Road westbound between Wan Shing Road and Marsh Road will be converted into eastbound traffic during the period.


B) Special traffic arrangement in Canal Road area

In order to ease the traffic congestion at Canal Road area during the HKMC, the following traffic arrangements will also be implemented between 7 am and 10 pm daily from December 12 to December 17.

Road closure

1. A section of Canal Road East between Russell Street and Sharp Street East.

Traffic diversion

1. Traffic along Russell Street westbound must turn right into Canal Road East northbound;

2. Traffic along Sharp Street East westbound is prohibited to drive through the U-turn loop underneath the Canal Road flyover to Canal Road West northbound.

C) Suspension of parking spaces and taxi stands

1. Parking spaces on Expo Drive East, Lung King Street, and Hung Hing Road will be suspended until 2 pm December 22;

2. Hing Fat Street car park will be suspended until 5 pm December 21;

3. Parking spaces on Tung Lo Wan Road will be suspended until 5 pm December 21;

4. Parking spaces on Jaffe Road will be suspended until 5 pm on December 20;

5. Parking spaces on Luard Road, Steward Road, and Lockhart Road will be suspended from 8 pm on December 11 to 5 pm on December 19;

6. Public bus parking spaces on Expo Drive East will be suspended until 7 am on December 19;

7. Taxi stand on Expo Drive East will be suspended until 7 am on December 19;

8. Motorcycle and metered parking spaces in Lung King Street will be until 7 am on December 19; and

9. Taxi stands on Tim Mei Avenue will be suspended until 7 am on December 19.

A Police spokesman stress that apart from those pre-arranged special traffic arrangement, ad hoc traffic control will be conducted from time to time, members of the public in particular driver should pay attention on radio traffic bulletin and to comply with Police direction on ground.

Police urge members of the public to make full use of public transports, in particular the rail network, and avoid driving into Wanchai North.
