Police will implement special traffic arrangements on December 4 (Sunday) to facilitate a public meeting at Victoria Park in Causeway Bay followed by a procession to march off from Victoria Park.
(A) Road closure
The following roads will be closed from 1 pm and as necessary:
(1) Northbound Gloucester Road from the 'U'-turn loop underneath the Tai Hang Road flyover to Kingston Street;
(2) Sugar Street;
(3) Great George Street;
(4) Paterson Street between Kingston Street and Great George Street;
(5) Westbound Kingston Street between Gloucester Road and Paterson Street;
(6) Jardine's Bazaar;
(7) Tang Lung Street;
(8) Canal Road East between Russell Street and Hennessy Road;
(9) Canal Road West between Sharp Street West and Hennessy Road;
(10) Wan Chai Road between Canal Road West and Morrison Hill Road; and
(11) Bowrington Road between Sharp Street West and Hennessy Road.
The following roads will be closed from 1.30 pm and as necessary:
(1) Southbound Gloucester Road between the Victoria Park flyover and Causeway Road;
(2) Cleveland Street;
(3) Eastbound Kingston Street between Paterson Street and Gloucester Road; and
(4) Paterson Street between Gloucester Road and Kingston Street.
The following roads will be closed from 2 pm and as necessary:
(1) Westbound Causeway Road;
(2) Moreton Terrace;
(3) Shelter Street;
(4) A slip road leading from eastbound Yee Wo Street to Leighton Road;
(5) Irving Street;
(6) Westbound Yee Wo Street;
(7) Westbound Hennessy Road;
(8) Lee Garden Road between Kai Chiu Road and Hennessy Road;
(9) Kai Chiu Road;
(10) Yun Ping Road between Lan Fong Road and Kai Chiu Road;
(11) Percival Street between Lockhart Road and Hennessy Road;
(12) A slip road leading from eastbound Johnston Road to westbound Hennessy Road;
(13) Luard Road between Johnston Road and Hennessy Road;
(14) Thomson Road between Johnston Road and Luard Road;
(15) Northbound Eastern Hospital Road between St Paul's Hospital and Tung Lo Wan Road;
(16) Keswick Street;
(17) Pennington Street; and
(18) Westbound Hysan Avenue between Yun Ping Road and Leighton Road.
The following road will be closed from 2.30 pm and as necessary:
(1) Anton Street.
The following road will be closed from 3.30 pm and as necessary:
(1) Westbound Queensway;
(2) A slip road leading from northbound Justice Drive to westbound Queensway;
(3) A slip road leading from southbound Cotton Tree Drive flyover to westbound Queensway;
(4) Garden Road between Garden Road flyover and Queensway;
(5) Queen's Road Central between Queensway and Pedder Street;
(6) Bank Street.
(7) Westbound Des Voeux Road Central between Queensway and Pedder Street;
(8) Ice House Street between Lower Albert Road and Des Voeux Road Central;
(9) Duddell Street; and
(10) Lower Albert Road between Garden Road and Ice House Street.
The following roads will be closed at any time when necessary:
(1) Yacht Street;
(2) Lau Li Street between Ngan Mok Street and Hing Fat Street;
(3) Electric Road between Lau Sin Street and Tsing Fung Street;
(4) Lau Sin Street between the cul-de-sac outside Park Tower and Hing Fat Street;
(5) Hing Fat Street between Causeway Road and Lau Sin Street;
(6) Northbound Tai Hang Road flyover between a slip road to Tung Lo Wan Road and westbound Victoria Park Road; and
(7) Southbound Percival Street between Gloucester Road Service Road and Lockhart Road.
(B) Traffic Diversion
Traffic along the following roads will be diverted from 1 pm onwards and as necessary:
(1) Traffic along southbound Gloucester Road will be prohibited to turn right to U-turn loop leading to northbound Gloucester Road;
(2) Traffic along eastbound Yee Wo Street will be prohibited to turn left to Sugar Street;
(3) Traffic along northbound Tai Hang Road flyover will be prohibited to turn left to westbound Kingston Street;
(4) Traffic along southbound Paterson Street must turn left to eastbound Kingston Street;
(5) Traffic along southbound Cleveland Street will be prohibited to turn right to westbound Kingston Street;
(6) Traffic along northbound Pennington Street will be prohibited to turn left to Jardine's Bazaar;
(7) Traffic along westbound Hennessy Road will be prohibited to turn left to southbound Canal Road East;
(8) Traffic along westbound Russell Street must turn left at the junction with Canal Road East;
(9) Traffic along northbound Canal Road West near the junction with Sharp Street West, will be diverted to up-ramp leading to northbound Canal Road flyover;
(10) Traffic along eastbound Sharp Street West will be diverted to up-ramp leading to northbound Canal Road flyover;
(11) Traffic along eastbound Sharp Street West will be prohibited to turn left to northbound Bowrington Road;
(12) Traffic along northbound Bowrington Road must turn right to eastbound Sharp Street West; and
(13) Traffic along eastbound Wan Chai Road must turn right to southbound Morrison Hill Road.
The following road diversions will be implemented any time as necessary:
(1) Traffic along westbound Gloucester Road Service Road will be prohibited to turn left to southbound Cleveland Street;
(2) Traffic along westbound Gloucester Road Service Road will be prohibited to turn left to southbound Paterson Street;
(3) Traffic along slip road leading from westbound Victoria Park Road to Gloucester Road Service Road, must turn right before the junction with Cleveland Street;
Traffic along the following roads will be diverted from 1.30 pm onwards and as necessary:
(1) Traffic along southbound Victoria Park Flyover must turn right to Gloucester Road Service Road.
Traffic along the following roads will be diverted from 2 pm onwards and as necessary:
(1) Traffic from westbound King's Road must turn left into southbound Tung Lo Wan Road, or turn right into northbound Hing Fat Street;
(2) Traffic along westbound Tung Lo Wan Road will be prohibited to turn right to Moreton Terrace;
(3) A section of eastbound Tung Lo Wan Road from outside St. Paul Hospital to Moreton Terrace will be re-routed one-way westbound. Vehicular traffic will only be allowed under Police direction at scene;
(4) Traffic along the above mentioned Tung Lo Wan Road must turn left, either heading for Ka Ning Path or Eastern Hospital Road except franchised buses;
(5) Traffic, except bus, green mini buse and vehicle over 7 metres in length, along the slip road leading from northbound Tai Hang Road to the above mentioned Tung Lo Wan Road, must turn left into this section of Tung Lo Wan Road which will be re-routed one-way westbound;
(6) Traffic along eastbound Yee Wo Street will be prohibited to turn right into southbound Tung Lo Wan Road or westbound Leighton Road;
(7) Traffic along northbound Pennington Street must turn left to Keswick Street;
(8) Traffic along northbound Yun Ping Road must turn left to westbound Lan Fong Road;
(9) Traffic from Kai Chiu Road Hennessy Centre Carpark must turn left to southbound Lee Garden Hill Road and turn right to Fu Ming Street;
(10) Traffic along southbound Percival Street must turn right to westbound Lockhart Road;
(11) Traffic along eastbound Lockhart Road will be prohibited to turn right to southbound Percival Street;
(12) Traffic along westbound Leighton Road must turn left to Wong Nai Chung Road except franchised bus;
(13) Traffic along northbound Tai Wong Street East must turn left or right before the junction with Luard Road;
(14) Traffic along eastbound Johnston Road will be prohibited to turn left to northbound Luard Road;
(15) Traffic along westbound Johnston Road will be prohibited to turn right to western junction of Thomson Road;
(16) Traffic along eastbound Johnston Road will be prohibited to turn left to western junction of Thomson Road;
(17) Traffic along southbound Fenwick Street must turn left to eastbound Hennessy Road;
(18) Traffic along eastbound Caroline Hill Road will be prohibited to turn right to Eastern Hospital Road;
(19) Traffic coming out from St Paul's Hospital must turn right to southbound Eastern Hospital Road;
(20) Traffic along eastbound Leighton Road will be prohibited to enter Pennington Street and must turn left to Yun Ping Road; and
(21) Traffic along eastbound Leighton Road near Percival Street will be diverted into Hysan Avenue.
Traffic along the following roads will be diverted from 2.30 pm onwards and as necessary:
(1) Traffic along northbound Tin Lok Lane will be prohibited to turn left to westbound Hennessy Road;
(2) Traffic along southbound Stewart Road will be prohibited to turn right to westbound Hennessy Road;
(3) Traffic along southbound Fleming Road will be prohibited to turn right to westbound Hennessy Road;
(4) Traffic along northbound Fleming Road will be prohibited to turn left to westbound Hennessy Road;
(5) Traffic along westbound Johnston Road will be prohibited to turn right to northbound Luard Road;
(6) Traffic along westbound Johnston Road must turn left to southbound Ship Street;
(7) Traffic along northbound Landale Street must turn right to eastbound Johnston Road; and
(8) Traffic along eastbound Hennessy Road will be prohibited to turn right to Fenwick Street.
Traffic along the following roads will be diverted from 3.30 pm onwards and as necessary:
(1) Northbound Justice Drive must go straight to the Justice Drive Flyover;
(2) Traffic along westbound Queen's Road East must turn left to the Justice Drive;
(3) Traffic along eastbound Queensway will be prohibited to turn right to southbound Cotton Tree Drive;
(4) Traffic along eastbound Queensway will be prohibited to turn right to eastbound Queen's Road East;
(5) Traffic along southbound Cotton Tree Drive flyover will be prohibited to turn right to the down Bank of China Tower ramp leading to westbound Queensway; and
(6) Traffic along northbound Garden Road will be diverted to Garden Road flyover.
The following roads will be diverted at any time when necessary:
(1) Traffic along northbound Tai Hang Road flyover must go straight to northbound Victoria Park Road flyover leading to westbound Gloucester Road;
(2) Traffic along westbound Gloucester Road Service Road will be prohibited to turn left into southbound Percival Street;
(3) Traffic along eastbound Causeway Road will be prohibited to turn left into northbound Hing Fat Street; and / or
(4) Traffic along westbound King's Road will be prohibited to turn right into northbound Hing Fat Street.
Depending on the situation, diversions of green mini buses will be implemented in phases with effect from 1 pm.
(C) Suspension of bus stops
All bus stops along the closed roads are to be suspended from 2 pm until resumption of bus service.
(D) Suspension of public light bus (PLB) and taxi stands
All PLB stands and taxi stands along the closed roads are to be suspended from 1 pm until the crowd is dispersed.
(E) Suspension of on-street parking spaces
All on-street parking spaces, metered and non-metered along Tung Lo Wan Road, Sunning Road, Hoi Ping Road, Sun Wui Road and Gloucester Road Service Road are to be suspended between 1 pm and 7 pm.
(F) Suspension of car parks
The parking spaces of Hing Fat Street Public Carpark will be suspended from 10 am to 8 pm, except the disable parking spaces.
Due to road closures, vehicles will not be allowed to enter or leave the following public/private car parks from 1 pm until the crowd is dispersed:
(1) 'Park Lane' Car Park at 310 Gloucester Road (entrance at Great George Street);
(2) In Square Car Park at 311 Gloucester Road (entrance at Great George Street); and
(3) Hang Lung Centre Car Park at 2 Paterson Street (entrance at Great George Street).
Due to road closures, vehicles will not be allowed to enter or leave the following public/private car parks from 2 pm until the crowd is dispersed:
(1) The Hennessy Centre at 500 Hennessy Road (vehicles may leave the carpark to Percival Street via Fu Ming Street);
(2) The open-air car park in Tang Lung Street;
(3) On Lok Lane;
(4) CNT Tower at 326 Hennessy Road;
(5) Cheuk Nang 21st Century Plaza at 244 Hennessy Road;
(6) Shanghai Industrial Investment Building at 48 Hennessy Road;
(7) Caroline Centre at Pennington Street; and
(8) A private carpark at Keswick Street.
Due to road closures, vehicles will not be allowed to enter or leave the following public/private car parks from 3.30 pm until the crowd is dispersed:
(1) Cheung Kong Centre at 2 Queen's Road Central;
(2) Bank of China Tower at 1 Garden Road;
(3) Standard Chartered Bank Building at 3 Queen's Road Central; and
(4) The alley next to 9 Queen's Road Central.
