Police will implement special traffic arrangements in Happy Valley on November 27 to facilitate the public to attend a variety show which will be held at the Hong Kong Stadium from 2.30 pm to 4 pm.
A. Road closures
(1) A section of Caroline Hill Road between Cotton Path and Leighton Road will be closed from 12 noon except for vehicles to St. Paul's Hospital when the access from Tung Lo Wan Road is closed.
(2) A section of westbound Hysan Avenue between Hoi Ping Road and Sunning Road will be closed from 1 pm.
B. Traffic diversions (at the commencement of the event)
The following road diversions will be implemented at around 12 noon:
(1) A section of Caroline Hill Road between Leighton Road and Stadium Path will be re-routed one-way southbound;
(2) A section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road will be re-routed one-way northbound.
The following road diversions will be implemented at around 1 pm:
(1) The carriageway of Caroline Hill Road between Leighton Road and Link road will be coned off to allow two lanes of traffic entering Caroline Hill Road from Hoi Ping Road;
(2) Traffic flow on downhill Link Road to northbound Caroline Hill Road must turn left to westbound Leighton Road;
(3) A section of Hysan Avenue between Leighton Road and Hoi Ping Road will be re-routed one-way eastbound;
(4) Eastbound vehicular traffic on Hysan Avenue will be permitted to turn right into Hoi Ping Road. The carriageway of Hysan Avenue and Hoi Ping Road will be coned off to facilate the turning;
(5) Westbound vehicular traffic on Hysan Avenue between Yun Ping Road and Sunning Road must turn left into Sunning Road; and
(6) Vehicles leaving the Lee Gardens must turn left to Hysan Avenue;
(7) Depending on traffic situation, section of Lee Garden Road between Foo Ming Street and Lan Fong Road may be re-routed one-way northbound. Then vehicular traffic at Lan Fong Road must turn right into this section of re-routed Lee Garden Road, and being directed to Percival Street via Foo Ming Street.
The following road diversions will be implemented at around 2 pm:
(1) All vehicles heading for the Hong Kong Stadium may be permitted to turn right from the off-lane of eastbound Leighton Road to Caroline Hill Road.
C. Traffic diversions (on conclusion of the event)
The following road diversions will be implemented near the end of the event for the dispersal of crowds:
(1) Caroline Hill Road will be closed to all traffic. Vehicles may be permitted to exit South China Athletic Association carparks, Electrical and Mechanical Services Department (EMSD) (western entrance/exit) and Civil Aid Service Headquarters by turning right into northbound Caroline Hill Road. Vehicles may also be permitted to exit from EMSD eastern entrance/exit by turning left into northbound Caroline Hill Road;
(2) Eastern Hospital Road between Caroline Hill Road and Cotton Path will be closed to all traffic. Vehicles may be permitted to exit buildings on this road by turning right into northbound Eastern Hospital Road;
(3) Only coaches will be allowed to enter the stadium proximity via southbound Caroline Hill Road for stacking purpose. The stacking area for these coaches will be the same as the drop off zones. In addition, Eastern Hospital Road and Eastern Hospital Service Road near the Buddhist Wong Fung Ling College will also be allowed as stacking zones;
(4) Vehicles will be banned from entering Caroline Hill Road for Link Road at Leighton Road/Caroline Hill Road;
(5) On completion of all the events, a section of Caroline Hill Road between Stadium Path and Leighton Road, and a section of Eastern Hospital Road between Stadium Path and Tung Lo Wan Road may be closed to vehicular traffic should the situation warrant; and
(6) The whole of Leighton Road may be closed and vehicles from westbound Causeway Road will be directed to Irving Street. Vehicles from eastbound Morrison Hill Road will be diverted via Canal Road West. Vehicles from southbound Percival Street must turn right into westbound Leighton Road and vehicles from southbound Canal Road East will be banned from turning left onto Leighton Road.
(7) Northbound Link Road may be closed to vehicular traffic should the situation warrant except for vehicles heading for No.1A,3,5 and 7 Link Road;
(8) Hoi Ping Road may be closed.
D. Passenger alighting arrangements
(a) Vehicles displaying organiser's label: Hong Kong Stadium east carpark
(b) Coaches: The drop-off zones for coaches will be at the western kerb side of Caroline Hill Road outside the South China Atheletic Association (eastern side);
(c) Taxis: The drop-off zone for taxis will be at the southern kerbside of Eastern Hospital Road and at the eastern side of the Stadium main entrance; and
(d) Private cars: No private cars are permitted to drop off passengers outside the main entrance of the Stadium. The drop-off zone for private cars will be at the northern kerb side of Eastern Hospital Road at the eastern side of the Stadium.
E. Suspension of Parking Spaces
All on-street metered car parking spaces in the following path/roads will be suspended between 11 am and 5 pm:
(1) Stadium Path;
(2) Northbound of Caroline Hill Road (between Stadium Path and Cotton Path);
(3) Eastern Hospital Service Road;
(4) Yun Ping Road and
(5) Hoi Ping Road (4 disable parking spaces included)
Any vehicles found illegally parked in the area will be towed away without prior notice.
F. Learner drivers prohibition
Section of roads listed below will be prohibited to all learner drivers between 11 am and 5 pm:
(1) Westbound Leighton Road;
(2) Percival Street section south of Hennessy Road;
(3) Caroline Hill Road;
(4) Link Road;
(5) Stadium Path;
(6) Cotton Path;
(7) Eastern Hospital Road;
(8) Eastern Hospital Service Road; and
(9) Hysan Avenue.
In addition, learner drivers will be prohibited from entering Tung Lo Wan Road from Causeway Road.
G Suspension of Taxi Pick-up and Drop-off point
The taxi pick-up and drop-off points along eastbound Leighton Road between Matheson Street and Percival Street will be suspended from 12 noon to 6 pm.
