The Chief Executive-in-Council has approved the draft Tin Shui Wai Outline Zoning Plan (OZP).
"The approved OZP provides a statutory land use planning framework to guide future development and redevelopment within the Tin Shui Wai area," a spokesman for the Town Planning Board said today (November 18).
The Tin Shui Wai area, covering an area of about 430 hectares, is located in the northwestern part of the North West New Territories. It is bounded by the Inner Deep Bay Site of Special Scientific Interest and Tin Tsz Road to the east and northeast, Mong Tseng Tsuen and Mong Tseng Wai to the north, Sha Kong Wai and Tin Ying Road to the west, and Kiu Tau Wai and Sheung Cheung Wai to the south.
About 4.9 hectares of land to the south of the Light Rail Transit (LRT) Terminus in Areas 20 and 23 and in Area 108A is zoned "Commercial" ("C") to provide retail, office, hotel and other commercial facilities.
Two sites with areas of about 14.9 hectares near the fringe of the Tin Shui Wai New Town in Areas 112 and 115 are designated "Comprehensive Development Area" for comprehensive lower density residential development to ensure that the development of the sites would take into account their proximity to the International Wetland Park and the conservation areas to the northeast, the landscape character, and the traffic and infrastructural capacities of the surrounding areas.
About 101.6 hectares of land is zoned "Residential (Group A)" for high density residential developments. Some 37.8 hectares of land is zoned "Residential (Group B)" for medium density private residential developments.
A proposed residential development with Government, institution or community (GIC) uses, market and public car park to the west of the LRT terminus in Area 33 is zoned "Undetermined" (about 1.9 hectares) to allow the board to maintain control over the development.
About 27.5 hectares of land is zoned "GIC" for a wide range of GIC facilities to serve the residents of the New Town. Some 43.3 hectares of land is zoned "Open Space" covering the Tin Shui Wai District Park and a proposed town park in Area 107.
About 30.7 hectares of land is zoned "Other Specified Uses" for specific uses including sewage pumping stations, electric sub-stations, telephone exchanges, a bus depot, LRT termini, a bus terminus and a wetland park.
About 6.9 hectares of land to the west of the drainage channel is zoned "Green Belt" to define the outer limits of the New Town and to provide for passive informal type of recreational uses.
Some 32.5 hectares of land covering mainly fish ponds, mature trees and topographical features is zoned "Conservation Area" to conserve the existing natural characteristics and rural landscape, and to give added protection to the Mai Po Nature Reserve, and the special landscape and ecological value of the Inner Deep Bay area.
The approved Tin Shui Wai OZP No. S/TSW/10 is now available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Planning Enquiry Counters in North Point and Sha Tin, the Tuen Mun and Yuen Long District Planning Office, the Yuen Long District Office and the Ping Shan District Rural Committee.
Copies of the draft plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan is viewable from the Town Planning Board's website at http://www.info.gov.hk/tpb.
