    Follows is a transcript of remarks (English portion) to reporters by the Chief Executive, Mr Donald Tsang, following a lunch in New York today (October 25, NY Time):

Reporter: When you head to Washington you are sure to be asked about your political reform package. In fact, the Democrats last night reaffirmed their firm opposition to the programme you have put forward. So, what's the answer to the question you were asked here - what's the future of your programme if they stand firm?

Mr Tsang: Well, I think the question should be put back to those who are opposing the package. The important thing is the package has the support of the Hong Kong people. It represents a major step forward towards universal suffrage, both for the election of the Chief Executive and for the legislature. And at the same time, each and every element of the proposal represents an advancement of democracy. None of the elements is a retrograde step, as implied by some legislators. The very important thing is, they have to consider very carefully this package, as I said, supported by the Hong Kong people, devised after extensive consultation in Hong Kong, and also representing a major step forward. We will all be disappointed if this package is going to fail. But we on our part will do our very best to lobby each and every legislator to give us their support.
