Keeper of unlicensed clubhouse fined

    A man was fined $5,000 today (September 28) at the Tsuen Wan Magistrates' Courts for managing a clubhouse in Tsuen Wan without a Certificate of Compliance(CoC).

     The court heard that officers of the Licensing Authority (OLA) of Home Affairs Department (HAD) inspected premises at Castle Peak Road of Tsuen Wan in April this year and found that a mahjong club comprising 16 rooms was operated for mahjong playing and dining to its members.

     During their investigation, OLA officers found that four rooms were occupied by members for mahjong playing and two guests alleged that they had been issued with membership cards and were required to pay registration fees.

     The management personnel later admitted under caution that he was responsible for the supervision of the club. He was subsequently charged under Section 4 (1) of the Clubs (Safety of Premises) Ordinance for managing an unlicensed clubhouse at the premises.

     A HAD spokesman said that enforcement action would continue to be taken against illegal club-house operations to ensure the safety of patrons of these establishments.
