CE's speech at Post Office Trading Fund 10th Anniversary

Following is the speech (English only) by the Chief Executive, Mr Donald Tsang, at the 10th anniversary celebration of the Post Office Trading Fund at the General Post Office, Central this (August 30) evening:

Allan, distinguished guests, ladies and gentlemen,

It gives me great pleasure to join you on this very special occasion of the tenth anniversary of the establishment of the Post Office Trading Fund.

The Post Office enjoys a long and distinguished history, having served the community since the mid-19th century. Even in this digital age, postal services remain part of the daily life of people all over the world.  Today, Hongkong Post continues to provide one of the most tangible daily links among people, businesses and the Government in our community.

With the enactment of the Trading Fund Ordinance in the early 1990s, selected Government departments may operate on a commercial basis and are given greater flexibility to respond to customers¡¦ demands.  This development has freed up the bureaucracy and empowered the departments to perform better.    

I am pleased to see that since Hongkong Post took on trading-fund status in 1995, it has lived up to its promise, bringing significant improvements in the quality and cost-effectiveness of its services.  We have witnessed a successful transformation of Hongkong Post to meet market competition and technological challenges.  Its admirable efforts to diversify and develop new income sources have yielded impressive results.  Capitalising on its extensive delivery and retail network, Hongkong Post has introduced a range of new value-added services while maintaining an excellent service standard for its traditional postal service.  It has also been highly innovative in stamp designs and new postal products.

I am particularly pleased with the leading role that Hongkong Post plays in forging alliances with overseas postal administrations to improve and expand our postal infrastructure.  The recent alliance with five other leading Postal Administrations to launch a single upgraded express courier network spanning the Asia-Pacific region is a shining example of its initiative in this regard.

Among Hongkong Post's many achievements, the most noteworthy one is its success in nurturing a flexible, customer-oriented culture, focusing on delivering results.  It is no accident that Hongkong Post has won so many customer service awards within the Civil Service.  Last year, Hongkong Post was the first among government departments to win the prestigious Certificate of Excellence in the Hong Kong Management Association Quality Award.  Indeed, Hongkong Post has been a service champion and a source of pride for our civil service.

Ladies and gentlemen, I would like to extend my best wishes to Hongkong Post and all its staff on this memorable occasion.  It is always the people who make the difference.  Hongkong Post's success is underpinned by the concerted efforts of all its staff.  I look to you all to keep up your good work and to scale new heights in future.
