Government's established procedures for the
appointment of consultants strictly followed

     In response to media enquiries, a spokesman for the Civil Service Bureau (CSB) emphasised today (July 20) that the Government's established procedures for the appointment of consultants had been strictly followed in the selection of the consultant for conducting the pay level survey (Phase Two Consultant).

     The spokesman pointed out that in considering the consultancy proposals submitted by consulting firms, the assessment panel had carried out the assessment in accordance with the pre-determined assessment criteria. The relevant procedures had been clearly explained to the staff side members.

     In addition, in view of the concern raised by some staff side members concerning the involvement of the appointed consultant in a survey commissioned by the Hong Kong General Chamber of Commerce (HKGCC) in 2002, CSB has reviewed the consultant selection process and consulted the Department of Justice. We are satisfied that there is no valid reason to overturn the decision to appoint the Phase Two Consultant.

     The spokesman added that in response to the request of the staff side members, the Phase Two Consultant has provided information on the comparison of the methodologies used in the HKGCC survey and the upcoming pay level survey for the civil service. The information indicates that the two surveys are different in terms of survey methodology, compensation elements covered as well as data analysis method. It is therefore inappropriate to compare the results of the two surveys.

     The spokesman pointed out that the methodology adopted for the upcoming pay level survey has been carefully devised following two years of intensive discussions with the staff side members and other staff representatives.

     The spokesman emphasised that there is a consensus among the general public that a pay level survey for the civil service should be conducted. Members of the public also expect that progress continues to be made such that the survey can be completed in a timely manner.

     The spokesman remarked that the concerns of the staff side members are fully appreciated. CSB has therefore put in place various measures and procedures in the consultancy such that the pay level survey will be conducted in a professional, impartial and transparent manner so as to ensure the credibility of the survey results. CSB will continue to discuss with staff side members and other staff representatives issues relating to the conduct of the pay level survey.  In the process, staff representatives at different levels will be involved and their views will be taken into full account.
