The 2005 Honours List will be published in the Government Gazette today (July 1, 2005). This is the eighth full Honours List since the reunification.
This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant contribution to Hong Kong or for their dedicated public and community service. The presentation ceremony for the awards will be held later this year, tentatively in October. Following are the citations on the award recipients of the 2005 Honours List. 2005 Honours List *************** Grand Bauhinia Medal (GBM) The Honourable LAU Wong-fat, GBS, JP Mr LAU is awarded the GBM for his life-long, significant and unparalleled contribution to the well-being of Hong Kong, in particular, the promotion of rural affairs and district administration in the New Territories. In his capacity as the Chairman of both the Tuen Mun District Council and Tuen Mun Rural Committee, Mr LAU has also been involved in a wide spectrum of community and charitable activities in the district. He has long and illustrious record of public service. Dr CHIANG Chen Dr CHIANG is awarded the GBM for his valuable and outstanding contribution to the industrial development in Hong Kong. Dr CHIANG is an accomplished devotee to industrial development. He has made exemplary efforts in promoting industrial development and personally set up the "Chiang Industrial Foundation" which makes sponsorship to support extensive scheme of industrial research, training courses and lectures in the Mainland and Hong Kong. He is also a staunch supporter to charitable services. Gold Bauhinia Star (GBS) The Honourable MA Lik, JP Mr MA is awarded the GBS for his distinguished public and community service, particularly his contribution to promoting the implementation of "One Country, Two Systems" and enhancing the governance of Hong Kong through his involvement in various advisory committees relating to the promotion of the Basic Law and civic education. Professor NG Ching-fai Professor NG is awarded the GBS for his distinguished public and community service, particularly his valuable contribution to the development of higher education. As the President of the Baptist University, he has a clear vision to develop the university into a renowned institution. He has also made contribution to education and technology-related community services as well as to the promotion of the Basic Law. Dr LUI Che-woo, JP Dr LUI is awarded the GBS for his outstanding contribution in promoting and developing the tourism industry in Hong Kong. In his various public service roles, Dr LUI has served as an effective communication link between the Government and the hotel industry and assisted in fostering public-private partnership for the betterment of the local tourism industry. Dr YEOH Eng-kiong, JP Dr YEOH is awarded the GBS for his dedication in and outstanding contribution to safeguarding public health, particularly in preventing the resurgence of Avian Influenza and combating the SARS, as well as the prevention and treatment of HIV/AIDS and Hepatitis B; improving the health care system, and enhancing the social service system. Mr YEUNG Kai-yin, JP Mr YEUNG is awarded the GBS for his distinguished contribution in manpower training and development in Hong Kong. He was appointed as Chairman of the Vocational Training Council since 1998. Under his leadership, the Vocational Training Council has transformed itself into a dynamic and forward-looking organisation that is capable of meeting the demands and aspirations of the community. Mr CHENG Hoi-chuen, Vincent, JP Mr CHENG is awarded the GBS for his distinguished public and community service to the territory. He is a distinguished banker as well as a prominent community leader who has made considerable contribution to Hong Kong in a wide range of sectors, including culture and sports, heritage preservation, social and community services, etc. Mr Eric Charles BARNES Mr BARNES is awarded the GBS for his dedicated and distinguished service as the Chief Adjudicator of the Immigration Tribunal for more than a decade. Under his guidance and leadership, the Immigration Tribunal has performed its statutory function effectively despite ever increasing caseload and growing complexity of appeal cases. Medal for Bravery (Gold) (MBG) Mr WONG Sai-kit Mr WONG is awarded the MBG in recognition of his utmost bravery in rescuing persons during an incident of a sudden discharge of carbon dioxide gas at the Hong Kong Air Cargo Terminal Dangerous Goods Strong Room on March 28, 2002. Mr WONG and his colleague Mr TAM, both are electricians, decided to go into the room to rescue the three collapsed persons. After dragging out two of them to safety, Mr WONG went back into the room, which by that time was visibly filled with the hazardous gas, to rescue the remaining collapsed person. Voluntarily putting his own life in extreme danger to save others, Mr WONG has shown exceptional courage and gallantry of the highest order. Silver Bauhinia Star (SBS) Dr the Honourable LUI Ming-wah, JP Dr LUI is awarded the SBS in recognition of his distinguished public and community service. In his various public service roles, he has served as an effective communication link between the Chinese Manufacturers' Association of Hong Kong and the Government. The Honourable CHAN Kam-lam, JP Mr CHAN is awarded the SBS for his distinguished public and community service, in particular, his dedicated service to the Kwun Tong community and his valuable contribution to the formulation of housing policy. Mr LIN Sun-mo, Willy, JP Mr LIN is awarded the SBS for his distinguished contribution to the development of the trade and logistics industries in Hong Kong, and his outstanding performance in the promotion of the garment industry. Mr CHAN Kar-lok, Walter, BBS, JP Mr CHAN is awarded the SBS for his distinguished public and community service and his significant contribution to the work of the Housing Authority, particularly in safeguarding the rational allocation of public housing resources. Mr CHU Yu-lin, David, JP Mr CHU is awarded the SBS in recognition of his outstanding and valuable service during his office as Legislative Council Member. Mr CHU's business background and knowledge had contributed significantly to the fruitful discussions and efficient conduct of business in the Finance Committee and various Legislative Council Panels. Mr YU Pang-chun, JP Mr YU is awarded the SBS in recognition of his significant contribution to the development of the retail industry in Hong Kong. As an active member of the Economic and Employment Council and the Small and Medium Enterprises (SMEs) Committee, he has provided invaluable advice to the Government in the formulation of measures to improve the business environment and to assist the SMEs. Professor LEE Chack-fan, JP Professor LEE is awarded the SBS for his distinguished public and community service, particularly in steering community efforts towards building a consensus in improving and enhancing the harbour-front of Victoria Harbour, as well as his dedication in nurturing the young generation of engineers and his active and devoted participation in voluntary and charity activities. Mr CHOW Man-yiu, Paul, JP Mr CHOW is awarded the SBS for his significant contribution to the development of the information technology industry in Hong Kong and for his public service in other sectors, particularly the financial services sector. Mr HEUNG Cheuk-kei, JP Mr HEUNG is awarded the SBS for his distinguished contribution in a wide range of public services, particularly in the promotion of civic education in his capacity of the Chairman of the Committee on the Promotion of Civic Education, and the management of Chinese temples and Chinese permanent cemeteries. Mr CHEUNG Tat-kwing, Raymond, JP Mr CHEUNG is awarded the SBS in recognition of the distinguished and dedicated service he has rendered to the Hong Kong community and his meritorious leadership of the Drainage Services Department. Under his leadership, the Department continued to make good progress towards fulfilling its mission to alleviate flooding and improve the sewerage infrastructure. He retired as the Director of Drainage Services after serving 28 years with the Government. Mr LEUNG Kin-pong, Andrew, JP Mr LEUNG is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community. In particular, he has made valuable contribution in the area of social welfare as well as the promotion of Hong Kong's economic and trade interests in the United Kingdom and a number of non-European Union countries in continental Europe. He retired as the Director-General, London Office after serving 38 years with the Government. Mr LEONG Ka-chai, JP Mr LEONG is awarded the SBS for his distinguished contribution to the strengthening of Hong Kong's position as an important international financial centre and for his outstanding record of public service in the field of futures trading. Mr CHAN Shu-ying, JP Mr CHAN is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community. In particular, during his tenure as Director of Legal Aid, the Department has simplified and shortened various procedures and developed a customer-service culture. He retired as the Director of Legal Aid after serving 38 years with the Government. Mr YEUNG Ka-sing, JP Mr YEUNG is awarded the SBS for his distinguished public and community service, particularly his contribution in advising the Government on matters relating to civil service salaries and conditions of service, labour relations, education, housing, transport, social welfare and rehabilitation. Mr FOK Chun-wan, Ian, JP Mr FOK is awarded the SBS for his distinguished contribution to the business development in Hong Kong and the fostering of closer ties between the Mainland and Hong Kong. He has also made outstanding contribution to the promotion and development of the sport of wushu. Mr CHUNG Pui-lam, JP Mr CHUNG is awarded the SBS for his long and dedicated public and community service, particularly his valuable contribution to the initial drafting of the bill and the subsequent amendments to the Building Management Ordinance. Dr LAW Chi-kwong, JP Dr LAW is awarded the SBS in recognition of his outstanding and valuable service during his office as Legislative Council Member. Dr LAW's leadership and strong background in social work had contributed significantly to the fruitful discussions and efficient conduct of business in the Legislative Council Panel on Welfare Services. Mr Robert John Steen LAW, JP Mr LAW is awarded the SBS for his dedication, professionalism and valuable contribution in the environmental protection field, and his meritorious leadership of the Environmental Protection Department. He retired as the Director of Environmental Protection after serving 23 years with the Government. Professor Anna PAO SOHMEN Professor SOHMEN is awarded the SBS in recognition of her significant contribution in the field of arts and culture, particularly her work and achievements as the Chairman of the Hong Kong Academy for Performing Arts. Professor Gerard McCOY, SC Professor McCOY is awarded the SBS in recognition of his valuable contribution to revolutionising the system of law reporting in Hong Kong and thereby significantly advancing the quality of justice. He has also advanced legal horizons through his writings and editorships. Medal for Bravery (Silver) (MBS) Mr WONG Hon Mr WONG, a fireman, is awarded the MBS in recognition of the exemplary acts of gallantry he displayed in rescuing persons in the tsunami of the South Asia whilst on vacation in Phuket, Thailand. In the morning of December 26, 2004, whilst Mr WONG and his spouse were toddling in the shallow water of the renowned "Koh Khai Nok", making their way up the beach after swimming, several huge waves smashed against them at high speed. Though they remained safe, Mr WONG saw many people being swept into the rough sea and screaming for help. Without any protective gears or lifesaving apparatus, he risked his life by swimming towards the floundering people in a bid to rescue as many as possible. Having negotiated the violent water current and successive ferocious waves, Mr WONG successfully saved two persons. Mr WONG voluntarily put his life in extreme danger, displaying exemplary bravery. Mr TAM Po-ming Mr TAM is awarded the MBS in recognition of the exemplary acts of gallantry he displayed in rescuing persons during an incident of a sudden discharge of carbon dioxide gas at the Hong Kong Air Cargo Terminal Dangerous Goods Strong Room on March 28, 2002. Mr TAM and his colleague Mr WONG, both are electricians, decided to go into the room and successfully rescued two collapsed persons. Mr TAM has displayed exemplary bravery during a life-threatening situation. Distinguished Service Medal for Disciplined Services and the ICAC Mr LEUNG Lau-on, PMSM Mr LEUNG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Chief Superintendent of Police and has served in the Force for over 33 years. Mr WONG Pak-nin, PMSM Mr WONG is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Chief Superintendent of Police and has served in the Force for over 29 years. Ms Barbara Rose WILLISON, PMSM Ms WILLISON is awarded the Hong Kong Police Medal for Distinguished Service in recognition of her outstanding performance and dedicated service in the Hong Kong Police Force. She is now a Chief Superintendent of Police and has served in the Force for over 27 years. Mr FOK Man-kwan, Ronald, PMSM Mr FOK is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now an Assistant Commissioner of Police and has served in the Force for over 29 years. Mr YAM Tat-wing Mr YAM is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Senior Assistant Commissioner of Police and has served in the Force for over 32 years. Mr Barry Christopher GRIFFIN Mr GRIFFIN is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Police Force. He is now a Chief Superintendent of Police and has served in the Force for over 34 years. Mr KWOK Chi-shun, Arthur Mr KWOK is awarded the Hong Kong Police Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Hong Kong Auxiliary Police Force. He is now a Commandant of Hong Kong Auxiliary Police Force and has served in the Force for over 28 years. Mr TAM Chi-chung, FSMSM Mr TAM is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He is now a Deputy Chief Fire Officer and has served in the Department for over 33 years. Mr LO Chun-hung, Gregory Mr LO is awarded the Hong Kong Fire Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Fire Services Department. He is now a Chief Fire Officer and has served in the Department for over 30 years. Mr HUI Tak-fuk, Daniel Mr HUI is awarded the Hong Kong Correctional Services Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Correctional Services Department. He is now a General Manager (Correctional Services Industries) and has served in the Department for over 24 years. Captain LEE Ngau-chai, Johnny Captain LEE is awarded the Government Flying Service Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the Government Flying Service. He is now a Chief Pilot and has served in the Service for over nine years. Mr CHAN Chor-keung, Stephen, IMS Mr CHAN is awarded the Hong Kong ICAC Medal for Distinguished Service in recognition of his outstanding performance and dedicated service in the ICAC. He is now an Assistant Director and has served in the Commission for over 31 years. Bronze Bauhinia Star (BBS) Mr WONG Ying-ho, Kennedy, JP Mr WONG is awarded the BBS in recognition of his meritorious public and community service, particularly for his contribution in promoting youth development and the legal profession in Hong Kong. Ms MAR Yuet-har, MH Ms MAR is awarded the BBS in recognition of her long and meritorious public and community service, particularly in Southern District. Dr WU Po-him, Philip, JP Dr WU is awarded the BBS in recognition of his meritorious public and community service, particularly for his contribution to the Board of Management of the Chinese Permanent Cemeteries and the Lord Wilson Heritage Trust's Fund Management Committee. Mr YU Kam-kee, Lawrence, JP Mr YU is awarded the BBS in recognition of his meritorious service to the Community Chest and his commitment to serving the sports community for over 20 years. Dr LI Sze-bay, Albert, JP Dr LI is awarded the BBS for his dedicated community service over the past 30 years, particularly for his contribution to the development of district administration in Wong Tai Sin District, promotion of civic education and enhancement of public awareness of the Basic Law. Mr FAN Chor-ho, Paul, JP Mr FAN is awarded the BBS in recognition of his commitment and persistent dedication to community service, particularly in promoting youth development through his long and dedicated services in the Hong Kong Award Council for Young People. Professor FAN Yiu-kwan, JP Professor FAN is awarded the BBS in recognition of his meritorious public and community service, in particular, his valuable contribution as Chairman of the Advisory Committee on Social Work Training and Manpower Planning and his commitment to higher education. Mr MA Ching-yuk, JP Mr MA is awarded the BBS for his long and meritorious public and community service in areas including aviation, taxation and public housing, particularly for his contribution and constructive advice to the Aviation Advisory Board and the Air Transport Licensing Authority. Dr KWOK Kin-fun, Joseph, JP Dr KWOK is awarded the BBS in recognition of his long and meritorious public and community service, particularly for his valuable contribution and dedication in the development of Hong Kong's rehabilitation services and in promoting the achievements of Hong Kong in this area at the international level. Professor CHAN Yuk-shee, JP Professor CHAN is awarded the BBS for his meritorious public and community service, particularly for his contribution in advising the Government on matters relating to the review of civil service salaries and conditions of service. Mr CHAN Pun-chung, JP Mr CHAN is awarded the BBS for his dedicated and meritorious service to the Government for over 35 years. He retired as a Deputy Director of the Planning Department. Ms CHAN Ching-har, Eliza, JP Ms CHAN is awarded the BBS in recognition of her significant contribution to the complaint management function of the Hospital Authority and the governance responsibilities of Kowloon Hospital and Hong Kong Eye Hospital. Mr MAK Kin-lam, JP Mr MAK is awarded the BBS for his dedicated and meritorious service to the Government for over 30 years. He retired as an Assistant Director of the Leisure and Cultural Services Department. Mr CHOI Chi-wa, Augustine, JP Mr CHOI is awarded the BBS for his dedicated and meritorious service in the Executive Grade for over 38 years. He is currently a Senior Principal Executive Officer. Mrs CHENG CHAN Ching-ling, JP Mrs CHENG is awarded the BBS for her dedicated and meritorious service to the Government for over 29 years. She is currently the Financial Controller in the Hong Kong Police Force. Mr LAI Sze-nuen, JP Mr LAI is awarded the BBS for his long and substantial contribution to the community and cultural activities in Yau Tsim Mong District; and in the promotion of Buddhist religion and school education. Professor LO King-man, JP Professor LO is awarded the BBS for his outstanding contribution to the promotion and development of arts in Hong Kong, particularly in the area of opera music in Hong Kong and for his work and achievements as the Director of the Hong Kong Academy for Performing Arts. Mrs PEI CHEN Chi-kuen, Delia, JP Mrs PEI is awarded the BBS for her persistent dedication and valuable contribution to education, youth development and uniformed youth groups. Reverend SIK Chi-wai Reverend SIK is awarded the BBS for his active involvement in public affairs, his contribution to the development of charitable services in Hong Kong and his support for education. Mr WONG Kwun, MH Mr WONG is awarded the BBS in recognition of his commitment and contribution to the well-being of the local community, and his dedicated service in the Housing Authority. Mr CHOW Yin-sum, MH Mr CHOW is awarded the BBS for his meritorious public and community service in Central and Western District, particularly for his outstanding contribution in Area Committee, Kaifong welfare matters, and his support and sponsorship for community activities. Mr LEUNG Chung-wan, MH Mr LEUNG is awarded the BBS in recognition of his long-standing efforts in promoting youth development and parental education and fostering co-operation between schools and parents. Mr YAU Sai-yan, Simon Mr YAU is awarded the BBS for his dedicated and meritorious service in the Executive Grade. He was a Senior Principal Executive Officer before his retirement and had served the Government for over 36 years. Mr WU Lang-meng, Anthony Mr WU is awarded the BBS for his dedicated and meritorious service to the Government for over 32 years. He headed the Civil Litigation Unit of the Department of Justice and has made sterling contribution in the area of civil litigation. He retired as a Principal Government Counsel. Mr LEE Man-chun, Raymond Mr LEE is awarded the BBS for his dedication and exemplary contribution to the development of the Yan Chai Hospital in the past ten years as well as his outstanding achievement as a young industrialist. Mr LAM Kar-sing Mr LAM is awarded the BBS for his contribution to the promotion and development of arts in Hong Kong, especially in the field of Cantonese opera. Mr HUNG Cho-shing, Crucindo Mr HUNG is awarded the BBS for his contribution to the development of local film industry and promotion of Hong Kong films overseas. Mr HUNG Chi-pai Mr HUNG is awarded the BBS for his dedicated and meritorious service to the Government for over 39 years. He retired as an Assistant Director of the Food and Environmental Hygiene Department. Mr CHAN Wing-kin, Alfred Mr CHAN is awarded the BBS for his valuable contribution to the development of the Hong Kong Institute of Education and his active participation in other public service. Mr Henry TAN Mr TAN is awarded the BBS for his valuable contribution to charity and community service in Hong Kong, particularly his work as Chairman of the Po Leung Kuk. Mr CHAN Wing-chan Mr CHAN is awarded the BBS for his valuable contribution to the advancement of employees' rights and benefits, promotion of employees' safety and health, and development of human resources in the catering sector. Mr CHAN Yiu-chong, Christopher Mr CHAN is awarded the BBS for his valuable contribution to charity and community service in Hong Kong, particularly his work as Chairman of the Tung Wah Group of Hospitals. Mr Harry MACLEOD Mr MACLEOD is awarded the BBS for his dedicated and meritorious service to the Government for over 34 years and his leadership of the Commercial Crime Unit of the Department of Justice over the past 10 years. He is currently the Deputy Director of Public Prosecutions. Mrs FUNG CHAN Chiou-min, Clara Ann Mrs FUNG is awarded the BBS for her dedicated and meritorious service in the Executive Grade. She was a Senior Principal Executive Officer before her retirement and had served the Government for over 33 years. Ms YEUNG Chi-hung Ms YEUNG is awarded the BBS for her dedicated community service, particularly for her contribution to the service for women and support for charity. Mr YOUNG Kak-sun, Edmund Mr YOUNG is awarded the BBS for his outstanding community service and his valuable contribution to the toys industry in Hong Kong. Dr LAU Wai-mai, Michael Dr LAU is awarded the BBS for his outstanding contribution in the research on and preservation of the cultural heritage of Hong Kong. He has also made significant contribution to the public museum and library services in Hong Kong. Dr TSE Tak-fu Dr TSE is awarded the BBS for his meritorious public and community service, particularly for his valuable contribution to the Hong Kong Auxiliary Medical Service, Dental Council of Hong Kong, the field of cardiology and the promotion of heart health in Hong Kong. Mr John Alan COX Mr COX is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force. He is now a Chief Superintendent of Police and has served in the Force for over 27 years. Mr WONG Che-kwong Mr WONG is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force. He is now a Superintendent of Police and has served in the Force for over 28 years. Mr WONG Wai-fung, Anthony Mr WONG is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force. He is now a Police Station Sergeant and has served in the Force for over 36 years. Mr IP Kwok-fu Mr IP is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force. He is now an Inspector of Police and has served in the Force for over 33 years. Mr LIU Ho-yee, Alan Mr LIU is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force. He is now a Superintendent of Police and has served in the Force for over 34 years. Mrs LAU WONG Chun-lai Mrs LAU is awarded the Hong Kong Police Medal for Meritorious Service for her exemplary and devoted service in the Hong Kong Police Force. She is a retired Chief Inspector of Police who served in the Force for over 35 years.
