EMB website assists schools in raising national flag

***********************************

In order to enhance students' and teachers' understanding of the national flag and assist schools in conducting national flag-raising activities, the Moral and Civil Education Section of the Education and Manpower Bureau (EMB) recently launched a designated website to promote flag-raising activities and national education at schools.

The bureau's Chief Curriculum Development Officer, Mr Cheung Wing-hung, said today (June 27): "National flag-raising activities can promote national education and enhance students' awareness of their national identity. We encourage schools to fly the national flag and the regional flag on the Hong Kong Special Administrative Region (HKSAR) Establishment Day (July 1)."

He said that the bureau had issued a circular to encourage schools to fly the national flag and the regional flag on important days for educational purposes. Apart from the HKSAR Establishment Day, all schools are encouraged to fly the national flag and the regional flag on the New Year's Day (January 1), the National Day (October 1), the first day of a school year, the open day of the school, the day on which a graduation ceremony is organised at the school and annual sport events.

The national flag-raising website (http://earnes.com.hk/national/flag/) contains important points to note, introduction to ceremonial, examples and other reference material. In addition to web-based materials, the Bureau has also produced various learning and teaching materials in the form of VCD, video-tape, ETV program as well as posters to help schools familiarise themselves with flying the national flag.

In addition, the bureau, in collaboration with the Hong Kong Police, has organised the "Seminar on Understanding the National Flag and HKSAR Regional Flag cum flag raising training" to enhance participants' understanding of the national flag and the regional flag as well as the related legislations and flag-raising ceremonial. The Hong Kong Police's flag-raising team also staged a performance.

He added: "Apart from flying the national flag and the regional flag at schools, students can also join the flag-raising ceremony at the Golden Bauhinia Square in Wan Chai. Through this off-campus activity, students can realise the meaning of flying the national flag and the underlying values. Moreover, students can join the flag-raising ceremony on the Mainland while taking part in exchange programmes."

For the ceremonial of flying the national flag and the regional flag, please visit the official website of the Protocol Division at http://www.info.gov.hk/protocol or refer to "Practical Guidelines on the Display of the National Flag and Regional Flag" in EMB Circular No.144/2004.
