The Government announced today (May 14) the following senior appointments:
* Mr Joshua Law Chi-kong, Permanent Representative of the Hong Kong Special Administrative Region of China to the World Trade Organisation, will take up the post of Permanent Secretary for the Environment, Transport and Works (Transport);
* Mr Tony Miller, Permanent Secretary for Financial Services and the Treasury (Financial Services) will replace Mr Joshua Law as Permanent Representative of the Hong Kong Special Administrative Region of China to the World Trade Organisation;
* Mr Kevin Ho Chi-ming, Director-General of Trade and Industry, will take up the post of Permanent Secretary for Financial Services and the Treasury (Financial Services) vice Mr Tony Miller;
* Mr Raymond Young Lap-moon, Deputy Secretary for Commerce, Industry and Technology (Commerce and Industry), will replace Mr Kevin Ho as Director-General of Trade and Industry; and
* Mr Keith Kwok Ka-keung, Deputy Secretary for the Environment, Transport and Works (Works), will take up the post of Permanent Secretary for the Environment, Transport and Works (Environment).
Commenting on the appointments, the Secretary for the Civil Service, Mr Joseph W P Wong, said: "The appointed officers have amassed rich experience in public administration through various postings in their career in the civil service. I have full confidence in their leadership abilities. I am certain that they can all lead their teams in their new capacities and make a contribution to the public service."
Brief biographical notes on the five officers are set out below:
Mr Joshua Law Chi-kong, JP --------------------------
Aged 46. Mr Law joined the Administrative Service of the Hong Kong Government in September, 1980, and rose to his present rank of Administrative Officer Staff Grade A on January 1, 2001.
Over the years, Mr Law has served in various bureaux and departments, including the former Urban Services Department, the former Office of the Unofficial Members of the Executive and Legislative Councils, the former City and New Territories Administration, Hong Kong Economic and Trade Office in New York, the former Lands and Works Branch, the former Constitutional Affairs Branch and the former Civil Service Branch. He was Deputy Secretary for Education and Manpower from March, 1996, to May, 1997, and Private Secretary to Chief Executive from May, 1997, to August, 1999. He took up the post of Director-General of Trade (later renamed Director-General of Trade and Industry) in August, 1999, and has been serving as Permanent Representative of the Hong Kong Special Administrative Region of China to the World Trade Organisation since September, 2002.
Mr John Anthony Miller, JP --------------------------
Aged 54. Mr Miller joined the Administrative Service of the Hong Kong Government in September, 1972 and rose to his present rank of Administrative Officer Staff Grade A on January 1, 1993.
During the early years of his career with the Administrative Service, Mr Miller has served in a number of offices including the former Urban Services Department, Home Affairs Department, the former Housing Branch, Housing Department, the former Councils and Administration Branch, the former Government House, the former Administrative Services and Information Branch and the former Trade Department. He was the Information Co-ordinator from April, 1989, to October, 1991; Director of Marine from October, 1991, to March, 1993; Director-General of Trade from March, 1993, to July, 1996, and Director of Housing from July, 1996, to June, 2002. He assumed his present post of Permanent Secretary for Financial Services and the Treasury (Financial Services) in July, 2002.
Mr Kevin Ho Chi-ming, JP ------------------------
Aged 55. Mr Ho joined the civil service in January, 1972, and the Administrative Service in October, 1977. He rose to his present rank of Administrative Officer Staff Grade A on January 1, 2001.
Mr Ho has served in various bureaux and departments, including the former Trade, Industry and Customs Department, the former Environment Branch, Home Affairs Department, the former City and New Territories Administration, the former Monetary Affairs Branch, the former General Duties Branch and the former Trade Department. He was Deputy Director-General of Trade from April, 1993, to March, 1995, Deputy Secretary for the Treasury from April, 1995, to August, 1997, Deputy Secretary for Transport from August, 1997, to May, 2001, and Director of Administration and Development in the Department of Justice from June, 2001, to October, 2002. He took up his current appointment as Director-General of Trade and Industry in October, 2002.
Mr Raymond Young Lap-moon, JP -----------------------------
Aged 43. Mr Young joined the Administrative Service of the Hong Kong Government in August, 1982, and rose to his present rank of Administrative Officer Staff Grade B1 on July 1, 2002.
Mr Young has served in various bureaux and departments, including the former Urban Services Department, the former City and New Territories Administration, the former Royal Hong Kong Police Force, the former Government House, the former Civil Service Branch and the former Industry Department. He was Deputy Secretary for Education and Manpower from May, 1997, to August, 2001, and took up the position of Deputy Secretary for Commerce and Industry (later renamed Deputy Secretary for Commerce, Industry and Technology (Commerce and Industry)) in August, 2001.
Mr Keith Kwok Ka-keung, JP -------------------------
Aged 52. Mr Kwok joined the Administrative Service of the Hong Kong Government in August, 1974, and rose to his present rank of Administrative Officer Staff Grade B1 on January 1, 1996.
Mr Kwok has served in various bureaux and departments, including the former Home Affairs and Information Branch, the former Social Services Branch, the former New Territories Administration, Home Affairs Department, the former City and New Territories Administration, the former Transport Branch, the Standing Commission on Civil Service Salaries and Conditions of Service, the former Registrar General's Department and the former Security Branch. He was Deputy Secretary for Security from July, 1992, to August, 1994, Deputy Secretary for Works from September, 1994, to January, 1998, Director of the New Airport Projects Co-ordination Office from January, 1998, to February, 1999, Director of Finance, Administration and Planning in the Hong Kong Police Force from May, 1999, to March, 2001. He took up his current appointment as Deputy Secretary for Works (later renamed Deputy Secretary for the Environment, Transport and Works (Works)) in March, 2001.
