The following is issued on behalf of the Judiciary:
The Honourable Chief Justice Andrew Kwok-nang Li is pleased to announce today (April 7) the appointment of five Senior Counsel of the Hong Kong Special Administrative Region. They are:
Mr Wong Yuk Lun, Horace Mr Kwok Tung Ming, Eric Mr Ng Kar Fai, Peter Mr Chow Ka Ming, Anderson Mr Peter Norman Duncan
The appointments are made by the Chief Justice under section 31A of the Legal Practitioners Ordinance.
The appointments will take effect from the date of the Instrument of Appointment which will be executed on May 15, 2004 when the ceremonial proceedings will be held at 10am in Court no. 7 in the High Court.
The biographical notes of the newly appointed Senior Counsel are as follows:
Mr Wong Yuk Lun, Horace
Mr Wong Yuk Lun, Horace, aged 43, received his legal education in Hong Kong and England. Mr Wong was called to the Hong Kong Bar in 1984. His practice is in the civil field, mainly in the areas of commercial law, property (land) law, probate and general civil matters. Mr Wong is an Associate Member of the Chartered Institute of Arbitrators. He has served as a Panel member of the Disciplinary Panel of the Hong Kong Society of Accountants since 2002.
Mr Kwok Tung Ming, Eric
Mr Kwok Tung Ming, Eric, aged 44, received his legal education in England. Mr Kwok was called to the Hong Kong Bar in 1985. He served in the then Attorney General's Chambers between 1985 and 1988. He then went into private practice, and has been specialising in the field of criminal law. Mr Kwok served on the Legal Aid Review Board in 2002. He is currently a member of the Incorporated Duty Lawyer Services.
Mr Ng Kar Fai, Peter
Mr Ng Kar Fai, Peter, aged 41, received his legal education in Hong Kong and England. Mr Ng was called to the Hong Kong Bar in 1986. His practice is in the civil field, predominantly in company law, commercial law and general civil matters. Mr Ng is currently a member of the Barristers Disciplinary Tribunal Panel.
Mr Chow Ka Ming, Anderson
Mr Chow Ka Ming, Anderson, aged 39, received his legal education in Hong Kong. Mr Chow was called to the Hong Kong Bar in 1987. His practice is in the civil field, mainly in the areas of commercial law, constitutional and administrative law, and defamation. Mr Chow is currently the Chairman of the Appeal Tribunal (Buildings), member of the Special Committee on Discipline of the Hong Kong Bar Association, and a member of the Disciplinary Panel of the Hong Kong Society of Accountants.
Mr Peter Norman Duncan
Mr Peter Norman Duncan, aged 57, received his legal education in New Zealand. Mr Duncan was called to the Hong Kong Bar in 1992. He commenced practice as a barrister and solicitor in New Zealand in 1970. He then joined the then Attorney General's Chambers in Hong Kong in 1973, specialising in criminal law until 1983. Mr Duncan then served as the in-house counsel of two major corporations for 15 years. He has been in private practice since 1998, and has experience in both the criminal and civil fields, mainly in the areas of insider dealing, commercial law, construction and arbitration. Mr Duncan is also a Fellow of the Chartered Institute of Arbitrators.
