The Chief Executive in Council has approved the draft Peak Area Outline Zoning Plan (OZP).
A spokesman for the Town Planning Board said today (December 19) the approved OZP would establish a statutory land use framework to guide development and redevelopment in the Peak area.
The Planning Scheme Area, covering about 900 hectares, is bounded by Stubbs Road in the north, Wong Nai Chung Gap Road and Deep Water Bay Road in the east, and the Aberdeen Country Park and Pok Fu Lam Country Park in the south and west.
The Peak, with its prominent location overlooking both Victoria Harbour and the southern part of Hong Kong Island and with the attractions of the Peak Tram, the Peak Tower and Peak Galleria, is a popular tourist attraction for both overseas visitors and local residents. It is also a high-class low-density residential area with unique character and amenities.
Most residential developments within the area, totalling about 82.4ha, are zoned "Residential (Group C)" ("R(C)") and are clustered in the central part. Developments within this zoning are subject to a maximum plot ratio of 0.5 or the plot ratio of the existing buildings, whichever is the greater. To preserve public views, the ridgeline of the Peak and the character of the area, the "R(C)" zoning is sub-divided into four sub-areas subject to different building height restrictions.
The residential developments at Stubbs Road and Wong Nai Chung Gap Road, covering about eight hectares, are zoned "Residential (Group B)" ("R(B)"). There are two sub-areas under this zoning, ie, "R(B)1" and "R(B)2", each with its own plot ratio and building height restrictions.
A site at the southern end of Guildford Road and another at 128 Peak Road, are zoned "Commercial" providing commercial and retail facilities to serve tourists and residents. One site, located at Peak Road to the north of Homestead Road and currently occupied by a commercial building, is zoned "Commercial/Residential".
To serve local and district needs, a number of sites are zoned "Government, Institution or Community" (about 13ha) and "Open Space" (about 12.6ha).
An area of about 1.3 hectares allocated for various specific uses is zoned "Other Specified Uses". They include the two petrol filling stations at Wong Nai Chung Gap Road and Peak Road, and the Peak Galleria site at Peak Road.
The undeveloped hillslopes, covering about 228.5ha, are zoned "Green Belt". About 527.9ha covered by the Aberdeen Country Park and Pok Fu Lam Country Park at the southern and western parts of the area is zoned "Country Park".
The approved Peak Area OZP No S/H14/7 is now available for public inspection during normal office hours at:
* Secretariat of the Board, 15/F, North Point Government Offices, 333 Java Road;
* Hong Kong District Planning Office, 14/F, North Point Government Offices;
* Central and Western District Office, G/F, Harbour Building, 38 Pier Road, Central; and
* Wan Chai District Office, G/F, 2 O'Brien Road, Wan Chai.
