In response to press enquiries, a spokesman for the Environment, Transport and Works Bureau today (October 13) said:

The Secretary for the Environment, Transport and Works has made it clear that the Central and Wanchai By-pass is needed. In addition, the Government will explore other methods to solve the traffic problems in Central in the long term.
