The Chief Executive in Council has approved the draft Aberdeen and Ap Lei Chau Outline Zoning Plan (OZP).
A spokesman of the Town Planning Board said today (October 10) the approved OZP would provide a statutory land use framework to guide development and redevelopment in the Aberdeen and Ap Lei Chau area.
The Planning Scheme Area, of about 784 hectares, is located at the southern part of Hong Kong Island.
It is characterised by a mixture of land uses with the Tin Wan and Aberdeen areas mainly for commercial/residential uses, the Wong Chuk Hang area mainly for industrial uses, and Ap Lei Chau and the area along Nam Long Shan Road mainly for residential and other specified uses such as Ocean Park.
Most of the residential developments in the area, covering about 58.3ha, are zoned "Residential (Group A)". An area of 0.4ha at Island Road near Ocean Park is zoned "Residential (Group C)" for low-density residential development in order to preserve the low-rise, low-density character and the public views and amenity of the area.
Four sites in Tin Wan, Aberdeen and Ap Lei Chau, totalling about 3.5ha, are zoned "Residential (Group E)" to encourage the phasing out of the remaining industrial buildings and at the same time allowing adequate planning control on new residential development to address the industrial/residential interface problems. Other private residential developments, covering about 10.8ha, are zoned "Commercial/Residential" ("C/R").
Major retail facilities serving the local population include two shopping centres zoned "Commercial" in the "South Horizons" development. Other shopping facilities are provided in the "Aberdeen Centre" within the "C/R" zone.
The industrial land at Tin Wan, together with the areas in southwest Ap Lei Chau, east of Ap Lei Chau Praya Road and west of Shum Wan Road, totaling about 10.3ha, are zoned "Industrial".
A total of 100.6ha of land is zoned "Other Specified Uses" for sites of special uses.
Other pieces of land zoned "Government, Institution or Community" ("G/IC") and "Open Space", measuring about 102.3ha and 13.1ha respectively, are scattered in different parts of the area. Existing major G/IC facilities in the area include the Grantham Hospital, the Police Training School, the Rehabilitation Centre for the Aged, Blind and Mentally Handicapped, Aberdeen Sports Ground, Aberdeen Indoor Games Hall, Aberdeen Swimming Pool Complex and Market Complexes at Aberdeen Main Road and Tin Wan.
The rest of the area is mainly for conservation purposes with part of the Aberdeen Country Park (101.7ha) zoned "Country Park", the western part of Nam Fung Road in the north (2ha) zoned "Site of Special Scientific Interest", and the coastal area and Ap Lei Pai in the south (28.4ha) zoned "Coastal Protection Area".
A large portion of land at the fringe of the existing and planned built-up areas, totalling about 210.7ha, are zoned "Green Belt".
The approved Aberdeen & Ap Lei Chau OZP No. S/H15/19 is now available for public inspection during normal office hours at:
* Secretariat of the Town Planning Board, 15/F, North Point Government Offices, 333 Java Road;
* Hong Kong District Planning Office, 14/F, North Point Government Offices; and
* Southern District Office, G/F, Ocean Court, 3 Aberdeen Praya Road, Aberdeen.
Copies of the approved plan are available for sale at the Map Publications Centres in Yau Ma Tei and North Point. The electronic version of the plan is viewable from the Town Planning Board's website (http://www.info.gov.hk/tpb).
