The Chief Executive in Council has approved the draft Tuen Mun Outline Zoning Plan (OZP).
A spokesman of the Town Planning Board said today (October 10) the approved OZP would provide a statutory land use planning framework to guide development and redevelopment in the Tuen Mun area.
The Planning Scheme Area is located at the head of Castle Peak Bay in the North West New Territories. It is bounded by the ridges of Castle Peak to the west, Lam Tei Interchange of Castle Peak Road to the north, and Tai Lam Country Park to the east. To the southeast, the area extends to Siu Lam Interchange of Tuen Mun Road, while to the southwest, it extends to the power station at Tap Shek Kok.
Four "Comprehensive Development Area" ("CDA") of a total area of 24.7 hectares have been designated in Areas 52, 55, 56 and 59. These "CDAs" are identified for comprehensive development for low to medium density residential development.
A total of 27.9ha are zoned "Commercial/Residential" ("C/R"). The existing "C/R" developments are located in the Town Centre and Area 28. A planned commercial/residential site is located in Area 27 forming the eastern arm of the typhoon shelter.
About 272.8ha zoned "Residential (Group A)" are intended for high-density residential developments. Some 133.3ha of land zoned "Residential (Group B)" for lower density residential developments, are mainly located at the periphery of the new town. A total of 88.3ha are zoned "Village Type Development" for the retention and expansion of existing villages.
About 57.2ha of land are zoned "Industrial" to provide for industrial developments including general industrial uses, service trades and warehouses.
To provide a wide range of "Government, Institution or Community" ("G/IC") facilities to meet the needs of the residents in the new town and to serve the population of Hong Kong, about 229.3ha are zoned "G/IC". A total of 130.4ha of land are designated as "Open Space" to provide land for both active and passive recreational use.
Some 345.7ha of land are zoned "Other Specified Uses" to cover land allocated for specific uses such as Light Rail Transit terminus and associated comprehensive development areas, river trade terminal, cargo handling area, special industries area, power station, cement plant and public recreation and sports centre.
The "Green Belt" zone with an area of 770.2ha serves to define the outer limits of the new town and provides for the retention of the existing rural land use pattern and conservation of prominent landscape features, scenic areas and "fung shui" woodlands.
The approved Tuen Mun OZP No S/TM/18 is now available for public inspection during normal office hours at:
* Secretariat of the Town Planning Board, 15/F, North Point Government Offices, 333 Java Road;
* Tuen Mun & Yuen Long District Planning Office, 14/F, Sha Tin Government Offices, 1 Sheung Wo Che Road;
* Tuen Mun District Office, 2/F, Tuen Mun Government Offices, 1 Tuen Hi Road; and
* Tuen Mun Rural Committee, Tsing Yin Street, Tuen Mun.
Copies of the approved plan are available for sale at the Map Publications Centres in North Point and Yau Ma Tei. The electronic version of the plan is viewable from the Town Planning Board's website (http://www.info.gov.hk/tpb).
