Draft Shek Kip Mei Outline Zoning Plan approved

The Chief Executive in Council approved the draft Shek Kip Mei Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide development and redevelopment within the Shek Kip Mei area," a spokesman for the Town Planning Board said today (October 10).

The Planning Scheme Area, of about 262 hectares, is located in West Kowloon. It is bounded by the Kowloon-Canton Railway to the east, Boundary Street to the south, Berwick Street and Tai Po Road to the west and the foothills of Beacon Hill at Tai Wo Ping to the north.

About 43.1ha of land, mainly covering the central part of the Planning Scheme Area, is zoned "Residential (Group A)" ("R(A)") for high-density private and public housing development. About 0.2ha of land is zoned "R(B)" at the junction of To Yuen Street and Tai Hai Tung for medium-density residential development.

About 35.8ha of land is zoned "R(C)" for low-density residential development. There are a total of nine sub-areas under the "R(C)" zone, with respective development restrictions stipulated in the Notes of the OZP.

About 54ha of land is zoned "Government, Institution or Community" ("G/IC") for provision of various GIC facilities to serve the needs of local residents or the territory. Major facilities within this zone include the City University of Hong Kong, the North Kowloon Magistracy, the Centre of Environmental Technology, the Hong Kong Industrial Technology Centre and the Hong Kong Productivity Council Building.

Two sites immediately to the east of Beacon Heights at Lung Cheung Road have been reserved for school developments. A site south of Lung Cheung Road is reserved for the development of a joint universities' soccer pitch. Two sites to the north of Cornwall Street are proposed respectively for the multi-media building and hostel development for the City University of Hong Kong.

About 38.6ha of land is zoned "Open Space" ("O") intended for both active and passive recreational uses. Major existing open spaces include Fa Hui Park and Tai Hang Tung Recreation Ground at Boundary Street, To Yuen Street Recreation Ground, Shek Kip Mei Service Reservoir Playground at Cornwall Street, Shek Kip Mei Park and Cornwall Street Park in the north of Festival Walk. Three sites respectively at Tong Yam Street, Tai Hang Tung Road and Wai Chi Street have been reserved for open space development.

About 12.6ha of land is zoned "Other Specified Uses" ("OU"). Major uses within this zoning include the Kowloon Tong Kowloon-Canton Railway (KCR) Station along the eastern edge of the Area, petrol filling stations at Tai Hang Tung Road and Tai Po Road, Police Recreation Ground at Boundary Street, Yau Yat Tsuen Club at Cassia Road, and the "Festival Walk", a commercial and office use incorporating a public transport terminus, a multi-storey car park and a post office, at Tat Chee Avenue. In addition, a site at Cornwall Street has been reserved for a petrol filling station.

About 55ha of land covering the foothills of Beacon Hill to the north of the Area is zoned "Green Belt" ("GB") to retain its natural state and to provide a green backdrop to the Area. Due to steep topography, the land is not suitable for development.

The approved Shek Kip Mei OZP No S/K4/17 is available for public inspection during normal office hours at the Secretariat of the Town Planning Board, the Tsuen Wan and West Kowloon District Planning Office, and the Sham Shui Po District Office.
