The 2003 Honours List will be published in the Government Gazette today (July 1).  This is the sixth full Honours List since the reunification.  The list covers the annual honours awards only.



The Chief Executive has accorded honours and awards to a total of 315 persons in this year's Honours List, including:

This year's recipients are from all walks of life. They have been given an honour or award in recognition of their significant personal contribution to Hong Kong or for their dedicated public and community service.



The presentation ceremony will be held later this year, tentatively in October.



The Government announced yesterday (June 30) the award of Bravery Medals to six public sector medical staff posthumously for their exemplary bravery and selfless commitment displayed during the Severe Acute Respiratory Syndrome (SARS) epidemic. Pending public consultation being undertaken by the Advisory Committee on the Promotion of the Fighting Spirit against SARS, the Government may consider further honours and awards for other individuals who have made outstanding contributions in combating the SARS outbreak, in the context of a special awards exercise as appropriate.

Mr TSANG Yam-pui



Mr TSANG is awarded the GBS for his distinguished and unrelenting dedication in serving the community of Hong Kong.  He has made an immense contribution to Hong Kong's safety and security.  Mr TSANG is the Commissioner of Police and has served the Government loyally for over 37 years.  During his tenure as the head of the Force, he has successfully dealt with numerous challenging issues.



The Honourable Mr Justice LEONG Shiu-chung, Arthur



Mr Justice LEONG is awarded the GBS for his dedicated and distinguished service to both the Judiciary and the community.  He is currently the Chief Judge of the High Court and has served the then Legal Department and Judiciary for 37 years.  Mr Justice LEONG has also made significant contribution in other public service, notably as the Chairman, Municipal Services Appeals Board; President, Long-term Prison Sentences Review Board and Chairman, Administrative Appeals Board.



Dr the Honourable LI Ka-cheung, Eric, JP



Dr LI is awarded the GBS in recognition of his dedicated and distinguished public and community service. Dr LI is a well-respected member of the accounting profession.  He has a long record of public and community service.  Notable among his contribution is his outstanding chairmanship of the Commission on Youth and the Social Welfare Advisory Committee.



Dr the Honourable WONG Yu-hong, Philip



Dr WONG is awarded the GBS in recognition of his distinguished public and community service.  In his various public service roles, he served as an effective communication link between the Chinese General Chamber of Commerce and the Government.  



Professor CHEN Kwan-yiu, Edward, JP



Professor CHEN is awarded the GBS for his distinguished public and community service, particularly his contribution to the development of higher education and his efforts in promoting consumer protection.  Professor CHEN is a scholar in economics and has made use of his expert knowledge in offering advice to a number of advisory committees.  As the President of Lingnan University, he has a clear vision to provide quality education and develop the University into a renowned institution in the region.



Dr KUNG Ziang-mien, James



Dr KUNG is awarded the GBS in recognition of his distinguished contribution in international business and his outstanding contribution to the community.  Dr KUNG has contributed invaluable advice to a number of advisory committees with his profound expertise and rich experience in the banking and business field.  He has also spared no efforts in promoting and fostering closer economic and business ties between Hong Kong and Luxembourg.  



Mrs LAW FAN Chiu-fun, Fanny, JP



Mrs LAW is awarded the GBS in recognition of the dedicated and distinguished service she rendered to the Government and the Hong Kong community over the past 27 years.  She has held a number of senior appointments including Commissioner for Transport; Director of Education and Secretary for Education and Manpower.  In particular, she has made remarkable contribution in the area of education and manpower development.  She is currently the Permanent Secretary for Education and Manpower.



Mr LAI Nin, Alan, JP



Mr LAI is awarded the GBS in recognition of his dedicated and distinguished service to the Government and the Hong Kong community over the past 29 years.  He has held a number of senior appointments including Deputy Secretary for the Treasury and Director-General of Trade.  He served as Commissioner, ICAC before his current appointment as Permanent Secretary for Financial Services and the Treasury (Treasury).  In particular, he has made sterling contribution in the areas of trade, anti-corruption and public finances management.  



Mrs LAM PEI Yu-dja, Peggy, SBS, JP



Mrs LAM is awarded the GBS for her long and distinguished public and community service, particularly her outstanding contribution to district administration and the promotion of women's rights.  Mrs LAM is a dedicated and much respected community leader.  In her various leading roles, she has actively promoted Hong Kong's image, especially on matters affecting women's interests.



Dr LAM LEE Kiu-yue, Alice Piera, JP



Dr LAM is awarded the GBS in recognition of her distinguished public and community service, particularly her valuable contribution to the development of higher education and her commitment and dedication as the Chairman of the University Grants Committee.  Dr LAM is a distinguished figure in the business field.  Her vision and untiring efforts in taking the University Grants Committee through the time of changes and challenges have contributed much to the development of the higher education sector in Hong Kong.



Dr HUI Chi-ming, JP



Dr HUI is awarded the GBS in recognition of his valuable contribution in promoting and fostering economic development and relationship between Hong Kong and the Mainland and his support for charity work.



Mr CHENG Mo-chi, Moses, JP



Mr CHENG is awarded the GBS in recognition of his distinguished public and community service, particularly his significant contribution to education and the promotion of youth development and civic education.  Mr CHENG is a reputable and devoted community leader. Notable among his contribution is his outstanding chairmanship of the Board of Education, Committee on the Promotion of Civic Education and Advisory Committee on the New Broad-based Taxes.



Dr LO Ka-shui, JP



Dr LO is awarded the GBS for his outstanding contribution to the development of the Hong Kong public health care system during his tenure as the Chairman of the Hospital Authority from 2000 to 2002.  With his expertise in business management and real estate development, Dr LO has also made significant contribution in other public service, notably in financial services.  He is the existing Chairman of the Listing Committee of the Growth Enterprise Market and the Director of the Inaugural Board of the Hong Kong Exchanges and Clearing Limited.



The Honourable Michael D. KADOORIE



Mr KADOORIE is awarded the GBS in recognition of his significant contribution in promoting closer cooperation between the electricity sectors in the Mainland and Hong Kong and his charity work in supporting the disadvantaged in the community.  Mr KADOORIE is a leading businessman in Hong Kong and has contributed significantly to the development of electricity supply, hotel and aviation industries.  



Dr HO Hung-sun, Stanley



Dr HO is awarded the GBS in recognition of his outstanding contribution to the local community in the promotion of the well-being of Hong Kong.  Dr HO has played an important part in the promotion of education, sports, and other community services for the young people.



Mr YUAN Geng



Mr YUAN is awarded the GBS in recognition of his valuable contribution in promoting and fostering economic development and relationship between Hong Kong and the Mainland, particularly the development of shipping industry in Hong Kong. He is the former Executive Vice Chairman of China Merchants.



Mr Simon Herbert MAYO



Mr MAYO is awarded the GBS for his dedicated and distinguished service in the Judiciary.  He is the former Vice-President of the Court of Appeal of the High Court and had served the Judiciary for over 34 years. In addition to being a competent judge and leader as Vice-President of the Court of Appeal, he contributed a lot to the administration of justice through active support in all consultation exercises initiated by the Chief Justice.



Dr FUNG Kwok-king, Victor



Dr FUNG is awarded the GBS for his long and distinguished public and community service in Hong Kong.  He has made significant contribution to Hong Kong in the past decade.  Notable among his contribution is his outstanding chairmanship of the Hong Kong Trade Development Council, his distinguished achievement in promoting the image of Hong Kong worldwide, and his impressive performance as Chairman of the Airport Authority. Under his chairmanship, the Airport Authority continued its efforts to enhance Hong Kong's status as an international and regional aviation centre.  



Mr FUNG Siu-por, Lawrence



Mr FUNG is awarded the GBS in recognition of his contribution to the newspaper industry and to the development of information media.  He was a founder of the Hong Kong Economic Times in 1988.  He is also renowned for his entrepreneurship in developing multimedia and electronic services.



Mr James Edward THOMPSON



Mr THOMPSON is awarded the GBS in recognition of his distinguished contribution, as the Chairman of the American Chamber of Commerce, in fostering close economic and business ties between the United States and Hong Kong, and also for his active services to the Hong Kong community and in promoting investment in Hong Kong.

Mr CHAN is awarded the SBS in recognition of the distinguished and dedicated service he has rendered to the Hong Kong community and his meritorious leadership of the Audit Commission.  Mr CHAN is currently the Director of Audit and has served the Government for over 34 years.



The Honourable YOUNG How-wah, Howard, JP



Mr YOUNG is awarded the SBS for his valuable contribution in promoting the betterment of the tourism industry and in strengthening and enhancing the service quality of travel agents in Hong Kong.  In his various public service roles and community activities, he served as an effective communication link between the Government, the tourism trade and the local community.



Mr WONG Hung-kin, James, JP



Mr WONG is awarded the SBS for his valuable contribution in the civil engineering field and his meritorious leadership of the Territory Development Department. Mr WONG is currently the Director of Territory Development and has served the Government for over 34 years.



Mr SHUM Man-to, JP



Mr SHUM is awarded the SBS in recognition of the distinguished and dedicated service he has rendered to the Hong Kong community and his meritorious leadership of the Treasury.  Mr SHUM is currently the Director of Accounting Services and has served the Government for over 24 years.



Mr CHOW Wing-kin, Anthony, JP



Mr CHOW is awarded the SBS in recognition of his valuable contribution in promoting Hong Kong's legal professional service and his meritorious public and community service.



Dr LAM Hung-kwan, JP



Dr LAM is awarded the SBS in recognition of the distinguished and dedicated service he has rendered to the Hong Kong community and his meritorious leadership of the Hong Kong Observatory.  He retired as the Director of the Hong Kong Observatory after serving 32 years with the Government.



Mr LEUNG Sai-wah, Paul, JP



Mr LEUNG is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community.  He has made valuable contribution in various areas including public transport; promotion of Hong Kong's economic and trade interests in Japan; and leisure and cultural services.  He retired as Director of Leisure and Cultural Services after serving 31 years with the Government.  



Dr Philip KWOK, JP



Dr KWOK is awarded the SBS in recognition of his distinguished public and community service, in particular his valuable contribution to the consultation on the drafting of the Basic Law and the Hong Kong's smooth transition, etc.

 

Mr LUK Ping-chuen, JP



Mr LUK is awarded the SBS for his distinguished and dedicated service to the Government and the Hong Kong community, particularly his efforts and achievements in providing efficient and innovative service to the public and enhancing and sustaining the positive image of the Hongkong Post.  He retired as the Postmaster General after serving 36 years with the Government.



Mr WONG Chi-yun, Allan, JP



Mr WONG is awarded the SBS for his significant contribution in promoting Hong Kong's industrial and technological development and developing Hong Kong into a centre of innovation and technology.



Professor YEUNG Yue-man, JP



Professor YEUNG is awarded the SBS in recognition of his distinguished public and community service, particularly in providing valuable advice to the Government in the field of housing, planning and land policies.



Professor William Ian Rees DAVIES, JP



Professor DAVIES is awarded the SBS in recognition of his valuable contribution to higher education.  Professor DAVIES steered the University of Hong Kong through difficult times by strengthening the University's morale and maintaining unity during his tenure as Vice-Chancellor from 2000 to 2002.



Professor Ivor John HODGKISS, JP



Professor HODGKISS is awarded the SBS in recognition of his distinguished contribution to scientific research, environmental conservation and services in the Country and Marine Parks Board and the Endangered Species Advisory Committee.



Mr David John LITTLE



Mr LITTLE is awarded the SBS for his long and meritorious service in the Department of Justice, particularly for his participation in drawing up the legal frameworks for a number of important bilateral agreements.  He retired as the Law Officer (International Law) after serving 21 years with the Government.



Mr CHOW Yun-fat



Mr CHOW is awarded the SBS for his outstanding achievements in and positive contribution to the local film industry and as a role model for life-long learning. He has worked in the film industry for many years.



Mr LAM Kwong-siu



Mr LAM is awarded the SBS for his valuable contribution in banking industry and Chinese enterprises community.  He also contributed to the charity in Hong Kong, particularly his involvement with the Community Chest.



Professor ZEE Sze-yong, Shane



Professor ZEE is awarded the SBS in recognition of his dedicated and meritorious public and community service.  He also made valuable contribution to the consultation on the drafting of the Basic Law and the Hong Kong's smooth transition, etc.



Ir Professor CHEUNG Yau-kai



Professor CHEUNG is awarded the SBS for his significant contribution to the advancement of Hong Kong's engineering qualifications and raising Hong Kong's status internationally.  He is currently an Honorary Professor at the University of Hong Kong.



Mr Darwin CHEN



Mr CHEN is awarded the SBS in recognition of his long and outstanding contribution to the development and promotion of the arts and culture in Hong Kong.  He is currently the Chairman of the Hong Kong Arts Development Council.



Mr Daniel R. FUNG, SC



Mr FUNG is awarded the SBS in recognition of his distinguished public and community service, particularly his contribution to the legal profession and to the international promotion of the successful implementation of "One Country, Two Systems" in Hong Kong.



Mr TANG Kwan



Mr TANG is awarded the SBS in recognition of his valuable contribution in promoting and fostering economic development and relationship between Hong Kong and the Mainland and for his service in the areas of commerce and industry.  



Mr KAN Fook-yee

Mr LEUNG Bo-ming (deceased)



Mr LEUNG is posthumously awarded the MBS in recognition of the gallantry of an extremely high order he displayed while performing duty in Ta Kwu Ling when the red rainstorm warning signal was hoisted.  On 5 May 2003, Mr LEUNG, a Senior Inspector of Police, who was patrolling along Lin Ma Hang Road to check on the extent of flooding, saw what he thought to be a person in the floodwaters being washed along quite rapidly.  He immediately went to investigate further with a view to effecting a rescue if necessary.  Unfortunately, when Mr LEUNG went into the floodwaters, he was swept away by a sudden upsurge in the current and was drowned. Voluntarily putting his own life in danger in an attempt to save others, Mr LEUNG demonstrated considerable courage and the noblest qualities of a public servant.



Mr HUI Chi-leung



Mr HUI, a fireman, is awarded the MBS in recognition of his act of gallantry of an extremely high order displayed in rescuing a drowning teenager.  On 28 August 2001, a teenager swimming in Tai Long Sai Wan, Sai Kung, was suddenly drifted by huge waves off shore.  Mr HUI and his colleagues who happened to be at the scene whilst off-duty responded promptly and attempted to rescue the drowning teenager.  In the incident, Mr HUI had endangered his own life in the rough sea and was at the edge of being drowned.  Although he did not manage to save the life of the drowned teenager, his selfless and bravery acts clearly demonstrated a high degree of gallantry and public spiritedness.

Mr WOO is awarded the BBS for his dedicated and meritorious service in the Leisure and Cultural Services Department.  He is currently the Assistant Director of Municipal Services and has served the Government for 34 years.

Mr MA is awarded BBS in recognition of his contribution to the development of electronic news and communication services.  The Oriental Press Group has set up a charitable fund to help the underprivileged.

Mr MA is awarded the BBS for his distinguished contribution to charity and community service in Hong Kong, particularly his work as Chairman of the Tung Wah Group of Hospitals.



Mr CHEUNG Pak-to, Patrick



Mr CHEUNG is awarded the BBS for his dedicated and meritorious service in the Civil Aid Service.  He is currently the Administration and Support Force Commander and has rendered invaluable service in the Civil Aid Service for 23 years.

Captain TANG Pui-tung



Captain TANG, a Pilot I, is awarded the MBB in recognition of the   exemplary act of gallantry he displayed in a search and rescue operation on 11 September 2002 when typhoon signal No. 8 was hoisted.  He successfully maneuvered the aircraft in very poor weather conditions resulting in the saving of nine lives from a distressed fishing vessel.  He displayed great leadership, determination, resourcefulness and exemplary courage during the operation despite the danger to himself.



Captain CHAN Ka-to



Captain CHAN, a Senior Pilot, is awarded the MBB in recognition of the exemplary act of gallantry he displayed in a search and rescue operation on 11 September 2002 when typhoon signal No. 8 was hoisted.  Captain CHAN demonstrated great leadership, exemplary courage and professionalism during the operation despite the danger to himself.  As Commander, he successfully piloted the aircraft in the hostile flying conditions and was decisive in his course of action resulting in the saving of 14 lives from a Chinese fishing vessel.  



Mr FUNG Yap-wing



Mr FUNG, a Police Constable, is awarded the MBB in recognition of the exemplary act of gallantry he displayed while performing duty in Ta Kwu Ling when the red rainstorm warning signal was hoisted.  On 5 May 2003, Mr FUNG, followed Mr LEUNG Bo-ming, a Senior Inspector of Police, to provide assistance when the latter saw what he thought to be a person in the floodwaters being washed along quite rapidly.  When Mr FUNG went into the floodwaters, he encountered difficulties due to a sudden upsurge in the current and came very close to being drowned. He demonstrated a high degree of devotion to service and exemplary courage during a life-threatening situation.

Mr KONG is awarded the Hong Kong Police Medal for Meritorious Service for his exemplary and devoted service in the Hong Kong Police Force.  He is now a Superintendent of Police and has served in the Force for over 34 years.
