Draft North-East Lantau Outline Zoning Plan approved

The Chief Executive in Council approved the draft North-East Lantau Outline Zoning Plan (OZP).

"The approved OZP provides a statutory land use planning framework to guide the development and redevelopment within the North-East Lantau area," a spokesman for the Town Planning Board said today (July 5).

The area covers the whole of Tsing Chau Tsai Peninsula including Penny's Bay, To Kau Wan, Tsing Chau Wan, Ta Shui Wan, part of Yam O Wan, Cheung Sok Island and the future reclamation areas along the southern, northern and eastern coasts in North-East Lantau. Its area is about 1,665 hectares, including 932 hectares of land to be reclaimed and about 40 hectares of waters in the Yam O Wan inlet.

A majority of the area covering about 571 hectares is zoned "Other Specified Uses" ("OU") and is reserved for specific tourism and recreation uses. The area of about 118 hectares in Penny's Bay is intended to be developed as a world-class international theme park - the Hong Kong Disneyland, forming a core tourist attraction.

The coastal area to the south of the theme park is designated for hotel uses (about 54 hectares). A water recreation centre (about 32 hectares) to the north-west of the theme park, with a large artificial lake and recreational facilities, is proposed to serve the irrigation purposes for the theme park and to provide for public water recreation uses.

The proposed reclamation areas to the east of the theme park, in Yam O and in Ngam Hau Shek east of Tsing Chau Tsai Peninsula are zoned "Undetermined" covering about 218 hectares and pending further detailed studies to determine future uses compatible to the tourism and recreation theme.

The container terminals (about 233 hectares) and container back-up areas (about 94 hectares) are long-term reservation pending detailed study on alternative location of port facilities.

About 26 hectares of land are zoned "Government, Institution or Community" to serve the developments in the area. About 1.3 hectares of land at Kau Yi Chau is zoned "Open Space" and reserved for the development of an open space to serve future workers in the container terminals.

About 561 hectares of land are zoned "Green Belt" to conserve existing natural landscape features, scenic areas, ecological character and the visual backdrop to the theme park in Penny's Bay. About 21 hectares of land are zoned "Conservation Area" to conserve the existing landscape and character of Kau Yi Chau.

The approved OZP No. S/I-NEL/9 is now available for public inspection at the Secretariat of the Town Planning Board; Sai Kung and Islands District Planning Office; Islands District Office; the Islands District Office - Mui Wo Sub-office; and the Tsuen Wan District Office.

Copies of the approved plan are available for sale at the Map Publications Centres in Yau Ma Tei and North Point. The electronic version of the plan is viewable from the Town Planning Board's website (http://www.info.gov.hk/tpb).
