Permanent Secretary Postings

Upon the implementation of the Accountability System with effect from July 1, 2002, the existing civil service posts at Point 8 of the Directorate Pay Scale in the bureaux will be retitled as Permanent Secretaries. The Government announced today (June 24) the following Permanent Secretary postings :

* Miss Denise Yue Chung-yee, Secretary for the Treasury will take up the post of Permanent Secretary for Commerce, Industry and Technology (Commerce and Industry);

* Mr Francis Ho Suen-wai, Commissioner for Innovation and Technology will take up the post of Permanent Secretary for Commerce, Industry and Technology (Information Technology and Broadcasting);

* Ms Sandra Lee Suk-yee, Secretary for Economic Services will continue as Permanent Secretary for Economic Development and Labour (Economic Development);

* Mr Matthew Cheung Kin-chung, Director of Education will take up the post of Permanent Secretary for Economic Development and Labour (Labour);

* Mrs Fanny Law Fan Chiu-fun, Secretary for Education and Manpower will continue as Permanent Secretary for Education and Manpower;

* Mrs Rita Lau Ng Wai-lan, Director of Food and Environmental Hygiene will take up the post of Permanent Secretary for the Environment, Transport and Works (Environment);

* Mr Lee Shing-see, Secretary for Works will continue as Permanent Secretary for the Environment, Transport and Works (Transport and Works) until his retirement on September 1, 2002;

* Mr John Anthony Miller, Director of Housing will take up the post of Permanent Secretary for Financial Services and the Treasury (Financial Services);

* Mr Alan Lai Nin, Commissioner, ICAC will take up the post of Permanent Secretary for Financial Services and the Treasury (Treasury);

* Mrs Carrie Yau Tsang Ka-lai, Secretary for Information Technology and Broadcasting will take up the post of Permanent Secretary for Health, Welfare and Food;

* Ms Shelley Lee Lai-kuen, Director of Home Affairs will take up the post of Permanent Secretary for Home Affairs;

* Mr Leung Chin-man, Director of Buildings will take up the post of Permanent Secretary for Housing, Planning and Lands (Housing); and

* Mr John Tsang Chun-wah, Secretary for Planning and Lands will continue as Permanent Secretary for Housing, Planning and Lands (Planning and Lands).

Mr Lo Yiu-ching, Director of Highways will succeed Mr Lee Shing-see as Permanent Secretary for the Environment, Transport and Works (Transport and Works) after Mr Lee's retirement.

The Chief Executive Mr Tung Chee Hwa expressed full confidence in the newly appointed Permanent Secretaries. "All officers who are appointed Permanent Secretaries are veteran civil servants who have served in various senior positions in the Government. They all have deep and extensive experience in public administration. I am confident that they will continue to provide the Principal Officials under the Accountability System the best support," Mr Tung said.

Ms Sandra Lee, Mrs Fanny Law, Mr Lee Shing-see and Mr John Tsang will continue to serve in the respective bureaux and take up the Permanent Secretary posts on 1 July 2002. The other Permanent Secretaries will take up their new posts as soon as practicable. Consequential movements arising from the above postings will be separately announced.

The Permanent Secretary posts in Constitutional Affairs Bureau, Civil Service Bureau and Security Bureau will not be substantively filled for the time being. Internal staff arrangements will be made for the necessary functions of these posts to be covered.

Biographical notes on the fourteen officers concerned are set out below -

Miss Denise Yue Chung-yee

Aged 49. Miss Yue joined the Civil Service in June 1974 as an Executive Officer and was appointed to the Administrative Service in August of the same year. Through a series of promotions, she rose to her present rank of Director of Bureau in April 1997.

Miss Yue has served in a variety of bureaux and departments, including Home Affairs Department, Finance Branch, the former New Territories Administration, the former Chief Secretary's Office, the former Urban Services Department, Education and Manpower Branch and Hong Kong Economic and Trade Office in New York. She served as Deputy Director of Regional Services from September 1991 to April 1992, Deputy Secretary for Trade and Industry from April 1992 to May 1993, Director-General of Industry from May 1993 to September 1995 and Secretary for Trade and Industry from November 1995 to March 1998. She took up her present appointment as Secretary for the Treasury in April 1998.

Mr Francis Ho Suen-wai

Aged 50. Mr Ho joined the Government in August 1976. For the first three years, he was an Executive Officer and then an Assistant Trade Officer. He joined the Administrative Service in September 1979 and rose to his present rank of Administrative Officer Staff Grade A in January 1999.

While in the Administrative Service, Mr Ho took up a variety of appointments which spanned across the former Social Services Branch, the former New Territories Administration and later the City and New Territories Administration, the former Medical and Health Department, Health and Welfare Branch, Education and Manpower Branch, Constitutional Affairs Branch, the former Industry Department and Civil Service Branch. He was Director of General Grades in the Civil Service Branch from May 1994 to August 1995; Deputy Secretary for Trade and Industry from September 1995 to August 1996; and Director-General of Industry from September 1996 to June 2000. He took up his current position of Commissioner for Innovation and Technology in July 2000.

Ms Sandra Lee Suk-yee

Aged 50. Ms Lee joined the Government in June 1974 as an Executive Officer. She was appointed to the Administrative Service in August 1979 and promoted to her present rank of Administrative Officer Staff Grade A in January 1999.

Ms Lee has served in various policy bureaux and departments over the years. She was posted twice as Counsellor (now known as Deputy Director-General) in Hong Kong Economic and Trade Office in Washington (1985 to 1988 and 1993 to 1995). Positions held by Ms Lee in recent years include Deputy Director, Home Affairs Department (September 1995 to March 1996) and Deputy Secretary for the Civil Service (April 1996 to February 1999). She assumed the post of Director-General, London in March 1999. She took up her present appointment as Secretary for Economic Services in July 2000.

Mr Matthew Cheung Kin-chung

Aged 51. Mr Cheung joined the Information Officer Grade of the Government in July 1972. He transferred to the Administrative Service in September 1979 and was promoted to his present rank of Administrative Officer Staff Grade A in January 2000.

While in the Administrative Service, Mr Cheung has served in various bureaux and departments. Positions held by Mr Cheung in recent years include : Administrative Assistant to the Financial Secretary (July 1991 to September 1993); Deputy Judiciary Administrator (September 1993 to April 1995); Deputy Head, Central Policy Unit (May 1995 to March 1996); Deputy Secretary for Education and Manpower (March 1996 to January 1999); Commissioner for Labour (January 1999 to June 2000). He took up his present position of Director of Education in June 2000.

Mrs Fanny Law Fan Chiu-fun

Aged 49. Mrs Law joined the Government as an Executive Officer in September 1975. She transferred to the Administrative Service in October 1977 and was promoted to her present rank of Director of Bureau in August 2001.

She has served in various government offices including, inter alia, the former Medical and Health Department, Economic Services Branch, Housing Department, the former City and New Territories Administration, the former Administrative Services and Information Branch and Social and Welfare Department. The more recent positions held by Mrs Law include : Deputy Secretary for the Civil Service (February 1991 to April 1994); Deputy Secretary for Planning, Environment and Lands (April to November 1994); Senior Assistant Director and later Deputy Director, Housing Department (November 1994 to September 1996); Director, Chief Executive's Office (January to July 1997); Commissioner for Transport (August 1997 to November 1998); and Director of Education (November 1998 to May 2000). She took up her present appointment as Secretary for Education and Manpower in July 2000.

Mrs Rita Lau Ng Wai-lan

Aged 49. Mrs Lau joined the Administrative Service of the Government in October 1976 and rose to her present rank of Administrative Officer Staff Grade A in January 1999.

Over the years, Mrs Lau has served in various bureaux and Departments including, inter alia, Social Welfare Department, Education Department, the former City and New Territories Administration and Civil Service Branch. She was Commissioner for Television and Entertainment Licensing from 1992 to 1995. In October 1995, she became Deputy Secretary in the former Recreation and Culture Branch where she was responsible for broadcasting and entertainment policies. She continued to be responsible for this portfolio in the Information Technology and Broadcasting Bureau established in April 1998 as Deputy Secretary (Information Technology and Broadcasting). In July 1999, she assumed the post of Director of Urban Services. She took up her present position of Director of Food and Environmental Hygiene in January 2000.

Mr Lee Shing-see

Aged 60. Mr Lee joined the Government in September 1964 as an Apprentice Engineer. He rose to the rank of Principal Government Engineer in January 1992 and to Director of Territory Development in February 1995. Mr Lee was promoted to his present rank of Director of Bureau in August 2001.

Over the years, Mr Lee has served in the headquarters of the Territory Development Department and its regional Project Offices. He has also served in other works offices where he held positions including Project Manager of the New Airport Projects Co-ordination Office (1992 to 1994) and Deputy Secretary for Works (February to August 1994). He held the position of Director of Territory Development from August 1994 to August 1999. He assumed his present post of Secretary for Works in August 1999.

Mr John Anthony Miller

Aged 52. Mr Miller joined the Government in September 1972 as an Administrative Officer and rose to his present rank of Administrative Officer Staff Grade A in January 1993.

During the early years of his career with the Administrative Service, he has served in a number of offices including the former Urban Services Department, Home Affairs Department, Housing Branch, Housing Department, the former Government House, the former Administrative Services and Information Branch and the former Trade Department. He was the Information Co-ordinator from April 1989 to October 1991; Director of Marine from October 1991 to March 1993; and Director-General of Trade from March 1993 to July 1996. He assumed his present post of Director of Housing since July 1996.

Mr Alan Lai Nin

Aged 51. Mr Lai joined the Government in June 1974, serving initially as a Judicial Clerk and later as an Executive Officer. He joined the Administrative Service in October 1976 and rose to his present rank of Director of Bureau in August 2001.

Mr Lai has served in a number of policy bureaux and departments including the former New Territories Administration, the former Office of Unofficial Members of Executive and Legislative Councils, the former Trade Department, the Administration Wing of the former Chief Secretary's Office and Finance Branch. From May 1984 to March 1987, he was seconded to the ICAC where he served as Assistant Director of the Community Relations Department. Mr Lai was Deputy Director-General of Trade from July 1991 to April 1993; Deputy Director of Administration from April 1993 to January 1995; Vice-chairman of the AO Recruitment Board from March to May 1995; Deputy Secretary for the Treasury from May 1995 to May 1996; and Director-General of Trade from July 1996 to July 1999. He took up his present post of Commissioner, ICAC in July 1999.

Mrs Carrie Yau Tsang Ka-lai

Aged 47. Mrs Yau joined the Government in July 1977. Initially an Executive Officer, she joined the Administrative Service in October 1977. She was promoted to her present rank of Administrative Officer Staff Grade A in January 1998.

Mrs Yau has served in various bureaux and departments, including the former Environment Branch, Finance Branch, the former New Territories Administration, Civil Service Branch, the former City and New Territories Administration, the former Buildings and Lands Department, Security Branch and Education and Manpower Branch. She served as Deputy Secretary for Transport from March to November 1994; Deputy Information Co-ordinator from November 1994 to October 1995; Deputy Secretary for Security from October 1995 to August 1997; and Director of Administration in the Chief Secretary for Administration's Office from August 1997 to June 2000. She took up her current post of Secretary for Information Technology and Broadcasting in July 2000.

Ms Shelley Lee Lai-kuen

Aged 52. Ms Lee joined the Civil Service in July 1971 as an Executive Officer and was appointed to the Administrative Service in August 1972. Through a series of promotions, she rose to her present rank of Administrative Officer Staff Grade A in January 1997.

She has served in a number of offices, including the former Social Services Branch, Home Affairs Department, the former Office of Unofficial Members of Executive and Legislative Councils, the former Government House, the former New Territories Administration, Finance Branch and Civil Service Branch. She served as Deputy Secretary-General of the former Office of Members of the Executive and Legislative Councils from September 1986 to August 1989; Commissioner for Recreation and Culture from October 1989 to June 1991; Secretary-General of the former Office of Members of the Executive and Legislative Councils from June 1991 to February 1993; and Deputy Secretary for Health and Welfare from February 1993 to July 1995. She took up her current position of Director of Home Affairs in August 1995.

Mr Leung Chin-man

Aged 56. Mr Leung first joined the Immigration Department of the Government in October 1966. He joined the Administrative Service in October 1976 and was promoted to his present rank of Administrative Officer Staff Grade A in January 2001.

Mr Leung has served in various government offices including, inter alia, Home Affairs Department, Security Branch, the former City and New Territories Administration and Finance Branch. He was seconded to the ICAC as Director of Community Relations from July 1988 to May 1991. He was Deputy Secretary for Constitutional Affairs from May 1991 to July 1994; Director of the Hong Kong Economic and Trade Office in Toronto from July 1994 to July 1997; and Deputy Secretary for Housing from September 1997 to August 1999. He assumed the present position of Director of Buildings in August 1999.

Mr John Tsang Chun-wah

Aged 51. Mr Tsang joined the Administrative Service in November 1982 and rose to his present rank of Administrative Officer Staff Grade A in January 2000.

Mr Tsang has served in various bureaux and departments, including the former City and New Territories Administration, Finance Branch, Economic Services Branch, the former Monetary Affairs Branch and the former Trade Department. From January 1987 to September 1991, he served as the first Administrative Assistant to the Financial Secretary. He was Assistant Director-General of Trade from September 1991 to January 1995; Private Secretary to the former Governor from March 1995 to June 1997; and Director-General, London from July 1997 to February 1999. Mr Tsang was appointed to the post of Commissioner of Customs and Excise in March 1999. He took up his present post of Secretary for Planning and Lands in July 2001.

Mr Lo Yiu-ching

Aged 56. Mr Lo joined the Civil Service as a Structural Engineer in November 1973. He was promoted to Government Engineer in December 1994, to Principal Government Engineer in February 1997 and to Director of Civil Engineering in March 2000. He has been Director of Highways since August 2000.
