The Government announced today (January 3) that the Chief Executive had appointed three new members to the Standing Commission on Civil Service Salaries and Conditions of Service (the Standing Commission) for a term up to December 31, 2003. They are the Honourable Howard Young, Professor Anthony Cheung Bing-leung and Mr. Mak Ping-on.
The Honourable Howard Young has been a member of the Legislative Council since 1991. Professor Anthony Cheung Bing-leung serves in the Department of Public and Social Administration at the City University of Hong Kong and currently also sits on the Standing Committee on Disciplined Services Salaries and Conditions of Service. Mr. Mak Ping-on is the Immediate Past President of the Hong Kong Institute of Human Resource Management and a member of the Civil Service Training and Development Advisory Board.
The Chief Executive has also re-appointed three members of the Standing Commission for a further term up to January 31, 2004. They are the Honourable Tam Yiu-chung, Professor Chan Yuk-shee and Mr. Joseph Pang Yuk-wing.
"Over the years, the three members have rendered wise counsel on a broad range of issues concerning civil service pay and conditions of service deliberated in the Standing Commission. I look forward to their continued support and participation in the work of this important advisory body," said the Secretary for the Civil Service, Mr. Joseph W P Wong.
The Standing Commission is now under the Chairmanship of Mr Yeung Ka-sing who has taken up the role since August 1, 2000.
The Government also expresses gratitude for the service of Mrs. Janie Kaung Lai-chun, who will retire from the Standing Commission on February 1, 2002. Mrs. Kaung has been a member of the Standing Commission for over eight years and has also served as alternate Chairman of the Pay Trend Survey Committee. During her tenure, she has contributed valuable advice which has greatly facilitated the work of the Standing Commission.
Other serving members of the Standing Commission are Mr. Nicholas Brooke, Mr. Nicky Lo Kar-chun and Ms Carlye Tsui Wai-ling.
The Standing Commission advises the Government on principles and practices governing the pay and conditions of service of non-directorate civilian civil servants.
