The Town Planning Board today (December 7) announced details of the approved Pak Kong and Sha Kok Mei Outline Zoning Plan (OZP).
A spokesman for the Board said the approved OZP would provide a statutory land use planning framework to guide the development and redevelopment within the Pak Kong and Sha Kok Mei area.
The Planning Scheme Area, covering about 566 hectares, is located to the immediate east of Sai Kung Town and bounded by Ma On Shan Country Park in the west and its foothills in the north and south.
According to the 1996 By-census, the population of the area was about 11,000. Upon full development, the population may increase to about 21,000.
The general planning intention of the area is to conserve the intrinsic natural character of the scenic hilly landscape on the western and northern parts, to promote recreation and productive agriculture on the valley floors, to upgrade the obsolete and sub-standard housing in the central and southern parts, and to maintain the character and intensity of the residential developments in the area.
Residential developments covering 67 hectares are mainly zoned "Village Type Development" ("V") to demarcate both existing recognised villages and areas of land considered suitable for village expansion. All recognised villages zoned "V" are mainly located either on the lower slopes of hills or on valley floors.
Besides, about seven hectares of land are zoned "Residential (Group C)" with a view to retaining the existing character and intensity of the residential developments.
This residential zone is divided into three sub-areas with maximum plot ratio ranging from 0.4 to 0.6, maximum site coverage ranging from 20 per cent to 30 per cent and building height not exceeding nine metres with two storeys over one level of carport.
About 34 hectares of land are zoned "Residential (Group D)" to encourage upgrading and redevelopment of existing temporary domestic structures and houses.
An area of about one hectare to the north of Kap Pin Long is zoned "Comprehensive Development Area" ("CDA") to facilitate comprehensive, low-rise and low-density residential development which is compatible with the surrounding environment.
About eight hectares of land are zoned "Government, Institution or Community" to meet the needs of the local residents.
About 0.8 hectare of land is zoned "Open Space" to provide open space to meet the recreational need of the local residents.
Besides, about 35 hectares of land are zoned "Recreation" comprising mainly abandoned agricultural land in Pak Kong Valley and Muk Min Shan area. The zoning is suitable for land extensive recreational uses, such as family recreation centre, theme park and holiday camp.
About 11 hectares of land in the area are zoned "Other Specified Uses" which include the existing Pak Kong Water Treatment Works, the existing cemetery in Tan Cheung and the land reserve for a petrol filling station along Hiram's Highway.
Pockets of land amounting to about 14 hectares in Pak Kong Valley and Sha Kok Mei Valley are zoned "Agriculture" to retain and safeguard good arable land for agricultural purposes, and to retain fallow arable land with good potential for rehabilitation for cultivation purpose.
The "Green Belt" zone, covering about 124 hectares of land, is intended to define the limits of urban development. There is a general resumption against development in this zone.
About 248 hectares of land are zoned "Conservation Area" ("CA") to retain the existing natural character and to safeguard the intrinsic landscape quality. Significant new developments are not permitted within the "CA" zone.
Two narrow strips of coastal land to the east of Tai Mong Tsai Road, covering about two hectares, are zoned "Coastal Protection Area" to preserve the natural coastal features.
The approved OZP No. S/SK-PK/6 is now available for public inspection at:
* Secretariat of the Town Planning Board, 15/F, North Point Government Offices, 333 Java Road;
* Sai Kung and Islands District Planning Office, Room 1113, 11/F, Chinachem Golden Plaza, 77 Mody Road;
* Sai Kung District Office, 2/F, Sai Kung Government Offices, 34 Chan Man Street; and
* Sai Kung Rural Committee, 1 Po Tung Road.
Copies of the approved plan are available for sale at the Map Publications Centres in Yau Ma Tei and North Point.
