Appointment of Director of Water Supplies

The Government announced today (September 5) that Mr. Ko Chan-gock, Deputy Director of Water Supplies, will succeed Mr. H B Phillipson, as Director of Water Supplies with effect from November 20, 2001 when Mr. Phillipson proceeds on pre-retirement leave.

Commenting on Mr. Ko's appointment, the Secretary for the Civil Service, Mr. Joseph W P Wong said, "Mr. Ko has rich professional and management experience. I am confident that he will successfully lead the Department to face the challenges ahead." He also thanked Mr. Phillipson for his dedicated and valuable service during the last 25 years.

The following are biographical notes on the two officers:

Mr. H B Phillipson

Aged 60, Mr. Phillipson joined the Civil Service as an Engineer in February 1977. He served as Deputy Secretary (Works Policy) in the former Works Branch of Government Secretariat from November 1990 and was appointed to Director of Electrical and Mechanical Services in August 1994. He was promoted to Director of Water Supplies in March 1999. On his retirement, Mr. Phillipson will have completed 25 years of service with the Government.

Mr. Ko Chan-gock

Aged 55, Mr. Ko joined the Civil Service as an Apprentice Engineer in September 1968. He was promoted to Chief Engineer in December 1986, to Assistant Director of Water Supplies in October 1990 and to Deputy Director of Water Supplies in September 1994.
