HA Announces New Committee Appointments

The following is issued on behalf of the Housing Authority:

The Housing Authority (HA) announced today (April 24) the appointment of members to its various committees, including three new committee chairmen.

Mr Philip Nunn will take up from the retiring Mr Daniel Lam Chun as the Chairman of Building Committee (BC), effective for two years; Mr Chan Bing-woon will replace Mr Yeung Ka-sing as the Chairman of Human Resources Committee (HRC) while Mr Wan Man-yee will become the Chairman of Complaints Committee (CC) after Mr Anthony Wong Luen-kin.

The appointment of Mr Chan and Mr Wan will be effective for one year to tie in with the expiry date of their appointment as HA Member.

Meanwhile, the Chairman of the Finance Committee, Mr Eddy Fong Ching, has been re-appointed for two years, and Ms Siu Yuen-sheung is appointed to head the Special Committee on Clearance of Kowloon Walled City. The appointments took effect from 1 April.

A Member of BC since 1992, Mr Nunn had chaired a five-member panel set up by the HA in late 1999 to look into the case of the uneven foundation settlement at Tin Chung Court in Tin Shui Wai.

Mr Chan, the new HRC Chairman, was first appointed to HA in 1996. He is also the Chairman of the HA Task Force on Private Sector Involvement dealing with outsourcing estate management and maintenance services to private property services companies.

Mr Wan, the new CC Chairman, has been appointed to BC and HA since 1994 and 1996 respectively.

Chairman of the HA, Dr Cheng Hon-kwan, welcomed new members. At the same time, he thanked the three retiring committee chairmen and three outgoing Home Ownership Committee members, Mr Ambrose Cheung Wing-sum, Dr Joseph Lian Yi-zheng and Mrs Kwong Li Kwai-fong, for their contributions during their terms of service.

Today's announcement by the HA also included 45 other appointments to HA's various committees and the Task Force on Private Sector Involvement. Among them, the new faces are the Hon. Chan Kam-lam, Ms Teresa Cheng Yeuk-wah, the Hon. David Chu Yu-lin, Dr Martin Kwong, the Hon. Sin Chung-kai, Mr Glenn Chan, Mrs Vicki Y. de Souza, Mr Cheung Hok-ming, Mr Chow Yick-hay and Miss Ip Chiu-ping. Brief notes of new members are listed below.

Brief Notes on New Committee Members

Hon. Chan Kam-lam (Rental Housing Committee Member)

Mr Chan is Member of the Legislative Council and Kwun Tong District Council. He is also the Chairman of the Panel on Housing and a Member of the Finance Committee of the Legislative Council.

Ms Tersea Cheng Yeuk-wah (BC Member)

Ms Cheng is a Senior Counsel and a civil engineer. She was a Member of the Investigation Panel on Accountability (Yuen Chau Kok Home Ownership Site).

Hon David Chu Yu-lin (Commercial Properties Committee and Human Resources Committee Member)

Mr Chu is a businessman. He is a Member of the Legislative Council and its Panel on Housing.

Dr Martin H C Kwong (BC Member)

Dr Kwong is a civil and structural engineer and Managing Director of Scott Wilson (Hong Kong) Ltd. He is a Member of the Construction Advisory Board and the ICAC Corruption Prevention Advisory Committee.

Hon. Sin Chung-kai (Building Committee and Finance Committee Member)

Mr Sin is the Assistant Information Technology Project Manager of HSBC. He is a Member of the Legislative Council and the Kwai Tsing District Council, and a Member of the Information Infrastructure Advisory Committee.

Mr Glenn Chan (Commercial Properties Committee Member)

Mr. Chan, the Chairman of Lok Fu Shopping Centre Merchants Association, is a restaurateur.

Mrs Vicki Y. de Souza (Human Resources Committee Member)

Mrs de Souza is a human resources manager. She is Director of Sales & Distribution, Global Consumer Banking of Citibank N.A.

Mr Cheung Hok-ming (Rental Housing Committee Member)

Mr Cheung is a businessman and also Chairman of Tai Po District Council.

Mr Chow Yick-hay (Rental Housing Committee Member)

Mr Chow is the Chairman of Kwai Tsing District Council and a Member of the Appeal Tribunal Panel (Buildings).

Miss Ip Chiu-ping (Rental Housing Committee Member)

Miss Ip is a community worker and the Chief Secretary of the Hong Kong People's Council on Housing Policy.
