Police commit themselves to continue curbing bad driving behaviour and enhancing the public road safety awareness, the Chief Superintendent, Traffic Headquarters, Mr Tang How-kong, said today (March 21).
Mr Tang introduced at a press conference today a tailor-made system for investigating and prosecuting all traffic offences detected by automatic traffic enforcement cameras.
The new system called the Automated Non-Stopper Traffic Enforcement Computer System (ANTECS) has come into operation since March 12 this year.
The system was first developed in July last year and was stringently tested in February this year before coming into use.
"The introduction of this system aims to improve the efficiency of the back-office handling of non-stopper traffic offences in view of the increasing number of red light cameras and speeding cameras used, particularly when the three-year Speed Enforcement Camera (SCE) and Red Light Camera (RLC) expansion programme will be launched later this year," Mr Tang said.
With the use of the system, the generation of Police forms for driver identification and preparation of Fixed Penalty Tickets and summons application could be automated.
Noting that prosecution alone was not an effective mean to discourage bad driving behaviour, Mr Tang pledged to be more transparent in traffic enforcement to gain greater public support.
As a first step, Police released a full list of 121 locations which were designated for speed enforcement in April. These locations were selected based on traffic accident statistics and public complaints, and would be reviewed and released on a monthly basis.
Police also committed fully to educate the public on traffic safety.
"A series of one-minute publicity programme, 'Save money, save life', will be telecast during the TV airtime of 'Police Magazine' from April," Mr Tang said.
Traffic tips for all road users to stay away from accidents would be clearly delivered in the programme.
"We will continue to do our best to enhance road safety awareness through publicity," Mr Tang added.
