Appointments to Action Committee Against Narcotics Announced

The Government announced today (December 30) that the Chief Executive has appointed five new members to the Action Committee Against Narcotics (ACAN) and re-appointed 12 unofficial and two official members as well as the Director of the Central Narcotics Bureau of Singapore for a term of two years from January 2001 to the end of 2002.

The newly appointed members are the Hon Ip Kwok-him, Professor Kenneth Lee Kwing-chin, Mr Bruce Liu Sing-lee, Dr Henry Au Yeung Cheuk-lun and Mr Andy Lam Siu-wing.

The Hon Ip Kwok-him is a member of the Legislative Council. Professor Kenneth Lee is an Associate Professor of the Department of Pharmacy, the Chinese University of Hong Kong, while Mr Bruce Liu is a solicitor. Dr Henry Au Yeung is a medical doctor and an expert in public health and youth matters. Mr Andy Lam is managing director of a management consultants company. Except the Hon Ip Kwok-him, the others have been serving members of the ACAN Sub-committees.

The Commissioner for Narcotics, Mrs Clarie Lo said, "I am pleased that the number of non-officials on ACAN will increase from 12 to 17. The experience and expertise of these members in their respective fields will benefit the work of ACAN in tackling the problem of drug abuse in Hong Kong."

Professor Lee Shiu-hung has been re-appointed as the Chairman of ACAN.

Professor Lee has served on ACAN for six years and as Chairman for two years.

"Under his chairmanship, ACAN has brought in many new initiatives including major projects and policy reviews such as setting up of a Drug InfoCentre and the review of the Central Registry of Drug Abuse as well as revamp of the anti-drug volunteer group. His re-appointment will enable him to see through many of these projects which are still on-going," Mrs Lo said.

ACAN is the Government's sole advisory body on anti-narcotic matters. It was established in 1965 and has three sub-committees advising respectively on policies concerning preventive education and publicity, treatment and rehabilitation, and research.

ACAN and its sub-committees have a total of about 50 unofficial members drawn from a cross-section of the community.
