Planning standards and guidelines revised

Revision has been made to Chapter 8 of the Hong Kong Planning Standards and Guidelines (HKPSG) on internal transport facilities and Chapter 5, Section 15, on traffic and transport requirements of industry, a spokesman for the Planning Department said today (November 3).

The policy document, which sets out the criteria for determining the scale, location and site requirements of various land uses, is applied in planning studies, preparation and revision of town plans, and development controls.

"The guidelines for internal transport facilities contained in Chapter 8 are revised to facilitate a better integration of land use and transport planning, as recommended in the transport strategy 'Hong Kong Moving Ahead - A Transport Strategy for the Future', promulgated in October 1999 upon completion of the Third Comprehensive Transport Study," the spokesman said.

"The revised guidelines for rail facilities in the chapter have taken into account the recommendations of the recently completed Second Railway Development Study. The guidelines on road, public transport terminals, cycling and parking have also been reviewed and updated.

"The revised chapter has also included some general guidelines on integrated pedestrian facilities which emphasised the need for early incorporation of pedestrian facilities in the planning stage and the need for comprehensive planning for an integrated network. Major pedestrian facilities should be reflected on town plans where appropriate," he said.

"The minor revisions to Section 15 of Chapter 5 are to tie in with the proposed amendments to Chapter 8 of HKPSG," he added.
