The Chief Executive in Council has approved the draft North Point Outline Zoning Plan (OZP).
A spokesman for the Town Planning Board said today (June 2) the approved OZP would establish a statutory land use framework to guide development and redevelopment in the North Point area.
The approved plan covers an area of about 281 hectares in the northern part of Hong Kong Island. According to the 1996 By-Census, the total population of the area was about 191,000. It is estimated that the population will maintain at a similar level upon full development.
The majority of the built-up areas along King's Road, south of Electric Road and Java Road and north of Fort Street are zoned "Commercial/Residential", totalling 16.58 hectares.
About 29.64 hectares of land are zoned "Residential (Group A)", covering North Point Estate, Model Housing Estate, Healthy Village Estate, Tanner Hill Estate and Lai Tak Tsuen, as well as some private residential developments.
The "Residential (Group B)" zone, with 15.15 hectares, covers the residential developments south of Tin Hau Temple Road, Cloud View Road and Braemar Hill Road, and the one south of Lai Tak Tsuen.
Areas zoned "Residential (Group C)" of 0.8 hectare cover the Comfort Terrace. Areas zoned "Residential (Group E)" of 0.43 hectare cover five industrial buildings at King's Road and Tsat Tsz Mui Road, with a zoning intention to encourage the phasing out of the existing residual industrial buildings for redevelopment into residential use.
An area of about 3.52 hectares is zoned "Commercial". It includes two shopping centres at Cloud View Road and Braemar Hill Road, and eight commercial sites on Whitfield Road, Watson Road, Electric Road, King's Road and Java Road.
Two sites totalling 2.34 hectares are zoned "Comprehensive Development Area" ("CDA"). They are the former Government Supplies Depot site at Oil Street, which is intended for a mixture of office, hotel, retail, residential and open space development; and the area at the junction of Oil Street and King Wah Road, which as a "CDA(1)" zone will facilitate a proposed hotel development with cultural, commercial, leisure and tourism related uses on the waterfront.
A number of sites, totalling 29.88 hectares, are zoned "Government, Institution or Community" to meet local and district needs.
About 33.25 hectares of land are zoned "Open Space" to provide passive and active recreational facilities for the local residents.
Sites totalling 16.45 hectares are zoned "Other Specified Uses" for various specific uses which cover ferry piers, an existing funeral parlour, a sewage treatment plant, open storage, cargo loading/unloading and service car parking areas on the waterfront, the Royal Hong Kong Yacht Club and the Hong Kong Police Officers' Clubs.
Land designated as "Comprehensive Redevelopment Area" takes up 10 hectares, including Harbour Heights, City Garden, Provident Centre and Victoria Centre.
Areas on Braemar Hill and Lin Fa Kung Hill, and areas south of Braemar Hill Mansion are zoned "Green Belt", with 84.82 hectares in total.
The approved North Point OZP No. S/H8/10 is now available for public inspection at the Secretariat of the Town Planning Board, Hong Kong District Planning Office and Eastern District Office.
Copies of the plan are available for sale at the Map Publications Centres in Yau Ma Tei and North Point.
