Police will implement special traffic arrangements and crowd management measures in various districts to facilitate members of the public going to the Lunar New Year Fairs.
A Police spokesman said today (Monday) that the primary objective of those measures was to ensure public safety.
"For the sake of their own safety, fair-goers should be considerate, courteous, patient and exercise restraint especially in crowded places," he appealed.
"Fair-goers should pay attention to the directional signs erected and also follow instructions given by Police officers. If situation so warrants, Police may direct fair-goers from crowded places and implement a queuing system," he said.
Fair-goers should also take good care of their personal property and their accompanying children and elderly.
"Members of the public should not hesitate to report crimes and missing persons cases to report centres or duty Police officers at the scene," he added.
He warned that Police would not tolerate trouble makers whose act would cause danger to themselves and other members of the public.
"Anyone who discharges fireworks will be arrested," he said. The public were also reminded that they should avoid discharging aerosol spray in crowded places as it would cause a potential danger to the public.
Turning to the traffic arrangements, the spokesman urged the public to make full use of public transport.
As a number of roads will be closed, motorists were requested to avoid going to Causeway Bay if possible.
He warned that illegal parking and waiting would be severely dealt with.
"Vehicles illegally parked will be towed away without prior notice," he added.
He also reminded MTR passengers not to use MTR stations as meeting places and not to bring metallic balloons.
"Public pay phones inside busy MTR stations will be suspended," the spokesman said, adding that some entrances/ exits in some busy MTR stations would be closed or changed to one way IN or one way OUT.
"This is especially so in Causeway Bay and Tin Hau MTR Stations in the Lunar New Year's Eve," the spokesman added.
"Passengers should follow directional signs put up at those entrances/exits and inside the MTR stations, and should at all times follow instructions of Police officers and MTRC staff," he noted.
VICTORIA PARK
In addition to a one-way pedestrian flow system, special vehicular traffic arrangements will be implemented in the vicinity of Victoria Park between 7 pm on Friday (February 4) and 6 am the following day as follows. The same arrangement may also be implemented on Thursday (February 3) when situation warrants.
Road Closures -------------
(A) The following roads will be closed at 7 pm on Friday (February 4):
(a) A section of Lockhart Road east of Percival Street. Maxicab route nos. 4A, 4C, 5, 10, 11 and 31 will terminate at the temporary maxicab stand in a section of eastbound Jaffe Road between Canal Road East and Percival Street;
(b) East Point Road;
(c) A section of Jaffe Road east of Percival Street. Maxicab route nos. 11 will terminate at the temporary maxicab stand in a section of eastbound Jaffe Road between Canal Road East and Percival Street;
(d) Cannon Street;
(e) A section of Paterson Street between Kingston Street and Yee Wo Street. Maxicab route nos. 25 will terminate at the temporary maxicab stand in a section of eastbound Jaffe Road between Canal Road East and Percival Street;
(f) Great George Street;
(g) Sugar Street;
(h) Jardine's Bazaar;
(i) A section of Gloucester Road Service Road between Causeway Road and the down ramp of Victoria Park Road Flyover;
(j) A section of Caroline Hill Road between Cotton Path and Leighton Road;
(k)The southbound carriageway of Tai Hang Road Flyover;
(l) Sun Wui Road; and
(m) A section of Canal Road East between Lockhart Road and Hennessy Road.
(B) The following roads will be closed at 8 pm on Friday (February 4):
(a) A section of Percival Street between Lockhart Road and Hennessy Road;
(b) Shelter Street;
(c) A section of Yee Woo Street between Percival Street and Causeway Road except for buses, public light buses and maxicabs;
(d) A section of Causeway Road between Yee Woo Street and Hing Fat Street except for buses, public light buses and maxicabs;
(e) A section of Tin Lok Lane between Hennessy Road and Wan Chai Road except for buses, public light buses and maxicabs;
(f) A section of Cleveland Street between Victoria Park Road and Kingston Street;
(g) Kingston Street;
(h) A section of Paterson Street between Great George Street and Inner Gloucester Road; and
(i) The kerbside lane of Inner Gloucester Road between Gloucester Road Service Road and Paterson Street;
(C) The following roads will be closed at 11 pm on Friday (February 4):
(a) The kerbside lane of Inner Gloucester Road between Paterson Street and Percival Street;
(b)(i) Hing Fat Street:
Closure of this road may be enacted earlier or later subject to the prevailing circumstances. When Hing Fat Street is closed, the bus stop outside Victoria Park swimming pool will be suspended. The overnight and special bus route nos. N111 and N112 will be relocated to the temporary bus stop at the eastern side of Wing Hing Street between Hing Fat Street and King's Road;
(ii) The following roads will be closed in conjunction with the closure of Hing Fat Street:
(a) A section of Electric Road between Wing Hing Street and Park Tower;
(b) Yacht Street;
(c) Ching Fung Street; and
(d) A section of Lau Sin Street between Electric Road and Ngan Mok Street.
Re-routings -----------
The following roads will be re-routed at 8 pm on Friday (February 4):
(a) A section of Hysan Avenue between Leighton Road and Yun Ping Road will be re-routed one-way eastbound;
(b) A section of Leighton Road between Pennington Street and Hysan Avenue will be re-routed one-way westbound; and
(c) A section of Lau Li Street between Electric Road and Hing Fat Street will be re-routed one-way westbound.
Restrictions ------------
Restrictions on vehicular traffic will be implemented on Friday (February 4) evening:
(a) The following roads will be closed to all traffic except franchised buses at 7 pm:
(1) A section of Pennington Street between Leighton Road and Irving Street except vehicles to a carpark at 18 Pennington Street;
(2) Irving Street except vehicles to the Regal Hong Kong Hotel at 88 Yee Woo Street; and
(3) The westbound carriageway of Yee Woo Street between Pennington Street and Jardine's Bazaar.
(b) The following roads will be closed to all traffic at 8 pm except franchised buses, maxicabs and public light buses:
(1) The eastbound carriageway of Hennessy Road east of Percival Street;
(2) The eastbound carriageway of Yee Wo Street;
(3) The eastbound and westbound carriageways of Causeway Road; and
(4) The northbound carriageway of Tai Hang Road Flyover.
(c) The following roads will be closed to all traffic except franchised buses and maxicabs at 8 pm:
(1) A section of Hing Fat Street between Causeway Road and Lau Sin Street; and
(2) Tin Lok Lane.
(d) A section of Lau Li Street between Electric Road and Hing Fat Street will be closed to all public light buses from 11 pm.
(e) A section of Electric Road between Yacht Street and Hing Fat Street will be closed to all traffic from 8 pm except residents of Park Tower. This section will be closed to all traffic at 11 pm.
Diversions ----------
Major diversions for all traffic (except for local circulation, franchised buses, trams and public light buses) will be implemented from 7 pm as follows:
(a) Eastbound Traffic (heading for North Point):
(1) The eastbound traffic on Queensway will be diverted to Arsenal Street Flyover;
(2) The eastbound traffic on Hennessy Road will be diverted to Fleming Road or Marsh Road Flyovers; vehicles will be allowed to turn right from Marsh Road to the eastbound carriageway of Hung Hing Road; and
(3) The traffic on Hennessy Road east of Marsh Road will be diverted to the southbound carriageway of Percival Street, the westbound carriageway of Leighton Road, Wong Nai Chung Road and Canal Road Flyover.
(b) Eastbound Traffic (heading for Tai Hang Area):
(1) The traffic on Queensway will be diverted to Queen's Road East and Stubbs Road; and
(2) The traffic on Hennessy Road will be diverted south to Percival Street, west to Leighton Road and south to Wong Nai Chung Road and Blue Pool Road.
(c) Westbound Traffic (heading for Wan Chai and Central):
(1) The traffic on King's Road east of Tsing Fung Street Flyover will be diverted west to the flyover; and
(2) The traffic on King's Road west of Tsing Fung Street Flyover will be diverted west via Tung Lo Wan Road, the northbound carriageway of Tai Hang Road Flyover to Gloucester Road or, if the flyover is closed, to the southbound carriageway of Tai Hang Road.
(d) Public light buses will be banned from entering Irving Street and will be diverted to Leighton Road, Pennington Street, Keswick Street and back to Leighton Road for other areas.
(e) Vehicles on the westbound carriageway of Caroline Hill Road must turn left into Leighton Road heading west. Vehicles for the Lee Garden Road area will be diverted via Leighton Road heading west and turn right into Hysan Avenue.
(f) All traffic from Island East Corridor downramp to Hing Fat Street will be diverted left into either Gordon Road or Wing Hing Street, there will be no through road to Victoria Park Road.
Suspension of Parking ---------------------
Victoria Park Carpark at Hing Fat Street will be suspended between 8 am on Friday (February 4) and 7 am the following day.
Parking spaces on the following roads will be suspended between 8 am on Friday (February 4) and 6 am the following day:
(a) All roads which will be closed (see Road Closures);
(b) Both sides of Tung Lo Wan Road;
(c) The taxi stand at Percival Street;
(d) A section of south side Lockhart Road between Percival Street and Marsh Road;
(e) A section of Jaffe Road between Canal Road East and Percival Street;
(f) Yun Ping Road excluding the maxicab stands there;
(g) Paterson Street - the taxi stand between Kingston Street and Gloucester Road;
(h) Pak Sha Road excluding the maxicab stands there;
(i) Sunning Road;
(j) Sugar Street public light bus stands will be suspended at 7 pm;
(k) Taxi stands on Kai Chiu Road, Lau Li Street, Ngan Mok Street and Electric Road will be suspended;
(l) Lan Fong Road;
(m) Hoi Ping Road excluding the maxicab stands there;
(n) Lee Garden Road excluding the maxicab stands there;
(o) Keswick street; and
(p) Jaffe Road east of Cannon Street.
Clearway Restrictions ---------------------
The following roads will be made clearways for vehicles (except franchised buses)from 7 pm on Friday (February 4) to 6 am the following day:
(a) Both sides of Moreton Terrace;
(b) The eastbound carriageway of Hennessy Road between Percival Street and East Point Road;
(c) The eastbound carriageway of Yee Woo Street (public light buses are allowed to alight passengers only at the eastbound carriageway of Yee Woo Street between Paterson Street and Sugar Street);
(d) Both sides of Marsh Road between Hennessy Road and Lockhart Road;
(e) The westbound carriageway of Causeway Road between Moreton Terrace and Leighton Road; and
(f) The eastbound carriageway of Causeway Road between the pedestrain crossing opposite Victoria Park main entrance and Moreton Terrace.
CHEUNG SHA WAN
The bus stop at Cheung Sha Wan Road outside Cheung Sha Wan Playground will be moved to a position outside Cheung Sha Wan Police Married Quarters from 6 pm on Friday (February 4) to 6 am the following day.
Loading and unloading for the fair operators will be permitted at lay-bys along Fat Tseung Street, between Lai Chi Kok Road and Cheung Sha Wan Road, opposite Cheung Sha Wan Fire Station between 7 am and 3 pm from Wednesday (February 2) to Friday (February 4).
Designated motorcycle parking spaces in Fortune Street will be suspended and if necessary, no parking measures will also be enforced in Fortune Street while vehicles will be allowed to let passengers alight on both sides of Fortune Street on Friday (February 4).
FA HUI PARK
The bus stop at Boundary Street outside Fa Hui Park and Tat Chee Avenue will be suspended from 6 pm on Friday (February 4) to 6 am the following day.
A section of the first lane of eastbound Boundary Street between Tai Hang Tung Road and Embankment Road will be closed from 8 pm on Thursday (February 3) and Friday (February 4) until the fair stands down.
Flower Market Road
Special traffic arrangements will be implemented from 8 am on Tuesday (February 1) to 8 am on Saturday (February 5):
(a) The northern side of Flower Market Road will be a restricted area except for vehicles collecting rubbish at the entrance of Mong Kok Stadium.
(b) The southern side of Flower Market Road will only be opened for flower traders to load/unload their goods.
(c) No parking will be allowed in Yuen Ngai Street.
(d) No vehicles will be allowed to stop along the eastern side of Yuen Po Street.
Kwun Tong
Special traffic arrangements will be implemented on Friday (February 4) and Saturday (February 5):
(a) Fuk Tong Road will be closed from 6 pm on Friday (February 4) to 4 am the following day.
(b) The bus stop on the northbound Tsui Ping Road near Fuk Tong Road will be temporarily suspended from 6 pm on Friday (February 4) to 4 am the following day.
(c) Parking meters at Kai Lim Road will be temporarily suspended from 6 pm on Friday (February 4) to 4 am the following day.
WONG TAI SIN
The following road diversions will be implemented from 6 pm on Friday (February 4) to 8 am the following day.
(a) A section of Sze Mei Street between Luk Hop Street and King Fuk Street will be re-routed one-way southbound;
(b) A section of King Fuk Street between Sze Mei Street and King Hong Street will be re-routed one-way westbound;
Meanwhile, the parking spaces on Sze Mei Street, Luk Hop Street, Tsat Po Street and King Fuk Street will be temporarily suspended from 8 pm on Thursday (February 3) to 8 am on Saturday (February 5).
HONG KONG INTERNATIONAL TRADE AND EXHIBITION CENTRE (HKITEC)
The following traffic arrangements will be implemented between 11 am on Thursday (February 3) and 8 am the following day:
(a) The eastbound carriageway of Wang Chin Street will be restricted to public buses only.
(b) Private cars will enter the HKITEC carpark via Kai Cheung Road, Kai Fuk Road, Wang Kwong Road and Wang Chin Street.
(c) When the HKITEC carpark is full, the southbound carriageway of Lam Hing Street between Wang Kwong Road and Wang Kee Street and the southbound carriageway of Wang Chin Street between Wang Kwong Road and Trademart Drive will be closed.
(d) The motorcycle parking spaces at the HKITEC will be temporarily suspended.
