Announcement of senior appointments

The Government announced today (Tuesday) the following senior appointments:

* Mr Wong Hung-kin, Principal Government Engineer, to succeed Mr Lee Shing-see as Director of Territory Development with effect from September 6, 1999. Mr Lee was appointed Secretary for Works on August 7, 1999; and

* Mr Lo Yiu-ching, Principal Government Engineer, to succeed Mr Lam Moon-tim, Bernard as Director of Civil Engineering with effect from September 28, 1999 when Mr Lam proceeds on pre-retirement leave on the same date.

Commenting on the appointments, Acting Secretary for the Civil Service, Ms Anissa Wong said, "Mr Wong and Mr Lo have broad administrative ability and profound professional experience. I am confident that they will lead the Departments to face the challenges ahead." She also thanked Mr Bernard Lam for his dedicated and meritorious service in Government during the past 30 years.

The following are biographical notes on the officers:

Mr Lam Moon-tim, Bernard

Aged 61, Mr Lam joined the Civil Service as an Assistant Engineer in November 1968. He was promoted to Principal Government Geotechnical Engineer in January 1992 and to the Director of Civil Engineering in February 1996.

He will proceed on pre-retirement leave with effect from September 28, 1999 after more than 30 years of service with the Government.

Mr Wong Hung-kin

Aged 55, Mr Wong joined the Civil Service as an Apprentice Engineer in September 1968. He was promoted to Government Engineer in December 1994 and to Principal Government Engineer in May 1996. He was the Project Manager (New Territories North) in the Territory Development Department prior to his appointment as Director of Territory Development.

Mr Lo Yiu-ching

Aged 54, Mr Lo joined the Civil Service as a Structural Engineer in November 1973. He was promoted to Government Engineer in December 1994 and to Principal Government Engineer in February 1997. He has been Deputy Director of Territory Development since April 1997.
