Draft Sha Tin Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Sha Tin Outline Zoning Plan (OZP) and re-numbered it as S/ST/12 upon approval.

According to a spokesman for the Town Planning Board, the approved OZP provides a planning framework to guide future development and redevelopment within the Sha Tin area.

The OZP covers a total land area of about 2,773.84 hectares. The area is a developed New Town with a large portion of land for various types of residential developments.

About 229.33 hectares or 8.27 per cent of the total land area is zoned "Residential (Group A)" for private and public housing development where commercial uses are permitted in the lowest three floors of the buildings.

About 214.17 hectares or 7.72 per cent of the total land area is zoned "Residential (Group B)" for private residential development, Home Ownership Scheme and Private Sector Participation Scheme developments.

About 0.26 hectares or 0.01 per cent of the total land area is zoned "Residential (Group C)" for low-density residential development.

About 195.66 hectares or 7.05 per cent of the total land area is zoned "Village Type Development". This zoning is intended for the retention, expansion and relocation of village settlements.

The existing town centre, covering about 14.55 hectares or 0.52 per cent of the total land area is zoned "Commercial/Residential" to cater for mixed commercial and residential uses.

About 7.97 hectares or 0.29 per cent of the total land area is zoned "Commercial" for commercial development. It comprises the commercial centre to the north of the Kowloon-Canton Railway (KCR) Sha Tin Station and the commercial developments to serve the industrial areas in Yuen Chau Kok, Fo Tan and Shek Mun.

About 76.88 hectares or 2.77 per cent of the total land area is zoned "Industrial". It is distributed in four locations including Tai Wai, Yuen Chau Kok, Fo Tan and Shek Mun. This zoning is intended for the development of general industrial uses, service trades and warehouses.

About 313.50 hectares or 11.30 per cent of the total land area is zoned "Government, Institution or Community" (G/IC) to cater for local as well as district needs. They cover existing G/IC facilities such as the Sha Tin Town Hall, Sha Tin Central Library and Sha Tin Magistracy.

About 256.4 hectares or 9.24 per cent of the total land area is zoned "Open Space" for the provision of active and passive recreational uses.

About 191.08 hectares or 6.89 per cent of the total land area is zoned "Other Specified Uses" to denote land allocated for specific uses. They include the Sha Tin Race Course, sewage treatment plant, refuse transfer station, Fu Shan Crematorium and Columbarium, KCR Sha Tin Station, KCR Ho Tung Lau workshops, Tai Wai railway depot, land for railway development, Sha Tin Water Treatment Works and petrol filling stations.

The vegetated hillshopes on the eastern, western and northern parts of the planning scheme area are zoned "Green Belt" to promote the conservation of the natural environment.

The rest, about 298.71 hectares or 10.78 per cent of the total land area is reserved for major road and river channel.

The approved OZP No. S/ST/12 is now available for public inspection at the Planning Department, 15th Floor, North Point Government Offices, 333 Java Road; Sha Tin, Tai Po and North District Planning Office, Ground Floor, Sha Tin Government Offices, 6 Tung Lo Wan Hill Road; and Sha Tin District Office, 6th Floor, Citylink Plaze, 1 Sha Tin Station Circuit.

Copies of the approved OZP are available for sale at the Survey and Mapping Offices in North Point Government Offices and at 382 Nathan Road.
