Draft Pat Heung Outline Zoning Plan Approved

The Chief Executive in Council has approved the draft Pat Heung Outline Zoning Plan (OZP) and renumbered it as S/YL-PH/3 upon approval. The approved OZP is to establish a statutory land use framework to guide development and redevelopment within the Pat Heung area.

The OZP covers a total land area of about 553 hectares. According to the 1996 By-census, the population of the Area was about 9,140 persons. The total population upon full development is estimated to be about 16,100 persons.

Majority of the land area in Pat Heung is zoned "Village Type Development" and "Residential (Group D)" for village developments and residential upgrading respectively.

The " Village Type Development " zone which is about 107.97 hectares mainly covers existing recognized village and its expansion area. The "Residential (Group D)" zone which is about 48.83 hectares covers two sites at the south-eastern and north-eastern parts of the Area.

About 6.46 hectares of land is zoned "Government, Institution or Community". It covers major existing government, institution or community facilities including the Fire Services Department Training School, the Pat Heung Fire Station, the Pat Heung Police Station and a service reservoir.

A total of 75.16 hectares of land, some of which is currently occupied by existing industrial and open storage uses, is zoned "Industrial (Group D)" and "Open Storage" to cater for industrial upgrading and open storage uses in the Area.

A site of 0.87 hectares to the south of Kam Tin Road is zoned "Other Specified Uses" to reflect its existing use as a film studio.

About 143.26 hectares of land is zoned "Agriculture". It consists of both actively cultivated and fallow agricultural land scattering around the Area.

A total of 165.12 hectares of land in the fringe of the Area is zoned "Green Belt" and "Conservation Area". The zoning is intended to define the limits of urban development areas, to retain the existing natural character of the areas and to protect the Country Park adjoining the Area.

The approved OZP No. S/YL-PH/3 is now available for public inspection at the Planning Department, 15th Floor, North Point Government Offices, 333 Java Road; Tuen Mun and Yuen Long District Planning Office, Level 11, Metroplaza Tower 1, 223 Hing Fong Road; and Yuen Long District Office, Yuen Long District Office Building, 269 Castle Peak Road.

Copies of the approved OZP are available for sale at the Survey and Mapping Offices in North Point Government Offices and at 382 Nathan Road.
