Draft Pak Kong and Sha Kok Mei Outline Zoning Plan approved

The Chief Executive in Council has approved the draft Pak Kong and Sha Kok Mei Outline Zoning Plan (OZP).

The plan covers a total land area of about 566 hectares (ha), with a population size of about 11,000. It is expected that the population will increase to about 16,000 upon full development.

Major land use zonings are as follows:

* About 13.75 ha (2.43 per cent of the total land area) is zoned "Agriculture" to retain and safeguard good arable land for agricultural purposes, and to retain fallow arable land with good potential for rehabilitation.

* About 1.24 ha (0.22 per cent) is zoned "Comprehensive Development Area", covering a site to the north of Kap Pin Long to facilitate low-rise, low-density residential development.

* About 7.29 ha (1.29 per cent) is zoned "Residential (Group C)". The zoning is planned in such a way that the character and intensity of the existing developments will be retained to blend in with the surrounding natural environment and that the infra-structural facilities will not be overloaded. Located in this zone are existing residential developments in Sha Ha and north of Kau Sai San Tsuen.

* About 34.65 ha (6.12 per cent) is zoned "Residential (Group D)" to improve and upgrade existing temporary domestic structures and houses. Major areas within this zoning include Kap Pin Long, Kap Pin Long San Tsuen, Tan Cheung and Po Lo Che.

* About 68.24 ha (12.05 per cent) is zoned "Village Type Development" to demarcate both existing recognized villages and land considered suitable for village expansion.

* About 8.35 ha (1.47 per cent) is zoned "Government/Institution/Community" to provide such facilities to meet the needs of the local residents. Existing facilities include a service reservoir and a few schools.

* About 0.74 ha (0.13 per cent) is zoned "Open Space" to meet the recreational need of the local residents.

* About 34.37 ha (6.07 per cent) is zoned "Recreation" for the development of recreational facilities or uses which could be commercially operated for the benefit of the general public.

* About 11.48 ha (2.03 per cent) is zoned "Other Specified Uses". The existing Pak Kong Water Treatment Works and a site land reserved for a petrol filling station at Hiram's Highway are located in this zone.

* About 122.25 ha (21.6 per cent) is zoned "Green Belt" to define the limits of urban development by natural features and contain urban sprawl. It covers the lower hillslopes, isolated knolls and vegetated land.

* About 248.05 ha, (43.81 per cent) is zoned "Conservation Area" to retain the existing natural character. Significant new building developments are not permitted. This zone mainly covers water gathering grounds, steep terrain and undisturbed woodland which form a spectacular and valuable scenic landscape.

* About 2.81 ha (0.5 per cent) is zoned "Coastal Protection Area". Within this zone are two narrow strips of coastal land east of Tai Mong Tsai Road, serving as natural protection areas to protect nearby developments from coast erosion.

* The remaining areas of about 12.90 ha (2.28 per cent) is reserved for major road and other related uses.

The approved OZP No. S/SK-PK/2 is now available for public inspection during normal office hours at the following venues:

- the Planning Department, 15th Floor, North Point Government Offices, 333 Java Road;

- the Sai Kung and Islands District Planning Office, Room 1113, 11th Floor, Chinachem Golden Plaza, 77 Mody Road, Tsim Sha Tsui East; and

- the Sai Kung District Office, Second Floor, Sai Kung Government Offices, 34 Chan Man Street.

Copies of the plan are available for sale at the Map Publications Centres of the Survey and Mapping Office in North Point and Yau Ma Tei.
