Code of Practice issued on suspended working platforms

The Labour Department has published a Code of Practice to promote the safe use and operation of suspended working platforms.

The Code of Practice for Safe Use and Operation of Suspended Working Platforms was issued by the Commissioner for Labour in accordance with Section 7A of the Factories and Industrial Undertakings Ordinance (Chapter 59).

It is aimed at providing practical guidance on the provisions of the Factories and Industrial Undertakings (Suspended Working Platforms) Regulations in relation to the safe use of suspended working platforms.

The Code recommends that the owners should establish safe systems of work for every operation of suspended working platforms to ensure the safety of all personnel working in connection with or near suspended working platforms.

A safe working environment for those working with and near suspended working platforms can be achieved through compliance with the Code.

The safe use and operation of suspended working platforms is the responsibility of the owner, management and supervisors in selecting suitable suspended working platforms for a particular working profile and ensuring that the suspended working platforms are tested and thoroughly examined by a Registered Professional Engineer periodically, after erection and substantial repair.

In addition, all personnel working in connection with and near suspended working platforms should take care of themselves and others. They should pay special attention to malfunctions or suspected defects of the working platforms.

Besides, they should follow the safety procedure, relevant instructions and emergency measures.

The person working on the suspended working platform should wear safety harness with its lanyard properly attached to the independent lifeline or special anchorage.
