Biographical notes on the two officers are set out below:
Mr Lan Hong-tsung, David ------------------------
Mr Lan joined the Government in 1961 as a Certificated Master. He transferred to the Administrative Service in 1966 and rose to the rank of Administrative Officer Staff Grade A on January 1, 1994.
Mr Lan has served in various bureaux and departments, including the former Establishment Branch, the former Resettlement Department, Urban Services Department, Tuen Mun District Office, Home Affairs Branch, Housing Department, Post Office, Transport Branch and Education Department. He was Regional Secretary for Hong Kong and Kowloon in the former City and New Territories Administration from September 1988 to September 1991. He served as Principal Hong Kong Economic and Trade Representative, Tokyo from October 1991 to September 1997 and took up his present appointment as Secretary for Home Affairs on September 4, 1997.
Mrs Yam Kwan Pui-ying, Lily ---------------------------
Mrs Yam joined the Administrative Service in 1969. She was promoted to the rank of Administrative Officer Staff Grade A on January 1, 1996.
Mrs Yam has served in a variety of bureaux and departments during her service in the Administrative Service, including Urban Services Department, Home Affairs Department, the former Education and Manpower Branch, the former Civil Service Branch and the former Chief Secretary's Office. She was Commissioner for Television and Entertainment Licensing from June 1989 to November 1991. After serving as Deputy Head of the Central Policy Unit for a brief period, she was appointed Secretary-General, Standing Commission on Civil Service Salaries and Conditions of Service in February 1992. She assumed duty as Commissioner for Transport from July 1995 to March 1997, and took up her present appointment as Commissioner, Independent Commission Against Corruption on April 1, 1997.
