The Chief Executive in Council has approved the draft Lung Yeuk Tau and Kwan Tei South Outline Zoning Plan (OZP).
The OZP covers a total land area of about 357 hectares (ha), with a population size of about 7,630 people. It is estimated that the population would increase to about 10,380 persons upon full development.
Major zonings are as follows:
* About 155.32 ha ( 43.51% of the total land area) is zoned "Agriculture" to retain good agricultural land and fallow arable land with good potential for rehabilitation for agricultural purposes.
* About 2.97 ha (0.83%) is zoned "Comprehensive Development Area" ("CDA"). Two sites are designated as "CDA". The site abutting Fanling Highway near Tong Hang is for the development of a petrol filling station whereas another site abutting Sha Tau Kok Road and adjoining Ma Liu Shui San Tsuen is to facilitate the redevelopment of an existing soy sauce factory.
* About 11.22 ha ( 3.14%) is zoned "Residential (Group C)". The site of Ma Liu Shui San Tsuen, which consists of a number of low-density house, is under this zoning to reflect the existing use and encourage private initiatives to promote comprehensive low-rise, low-density residential developments.
* About 75.78 ha (21.23%) is zoned "Village Type Development", which is intended to demarcate both existing recognised villages and areas of land considered suitable for village expansion.
* About 8.54 ha (2.39%) is zoned "Government/ Institution/Community" ("G/IC") for the provision of sites for GIC facilities. The major existing GIC facilities include the Precious Blood Children's Village, Suen Doh Camp and Ko Po Agricultural Extension Office.
* About 15.60 ha ( 4.37%) is zoned "Recreation". This zone covers two areas near Tong Hang Village and Lau Shui Road for low-density recreational uses such as holiday camp with sporting facilities.
* About 1.01 ha (0.28%) is zoned "Other Specified Uses". The land occupied by the tracks of Kowloon-Canton Railway falls within this zone.
* About 78.42 ha (21.97%) is zoned "Green Belt" to define the limits of urban development by natural features and to contain urban sprawl as well as to provide passive recreational outlets. This zoning mainly covers vegetated land, foothills, isolated knolls and burial grounds.
* The rest, about 8.14 ha (2.28%), is reserved for major road and other related uses.
The approved OZP (S/NE-LYT/2) is now available for public inspection during normal office hours at the Planning Department, 15th Floor, North Point Government Offices, 333 Java Road; the Sha Tin, Tai Po and North District Planning Office, Ground Floor, Sha Tin Government Offices, 6 Tung Lo Wan Hill Road, Tai Wai; and the North District Office, 3rd Floor, North District Government Offices, 3 Pik Fung Road, Fanling.
Copies of the approved plan are available for sale at the Survey and Mapping Offices in North Point and on Nathan Road.
