New Director of Civil Aviation

The Government announced today (Friday) the appointment of Mr Albert Lam Kwong-yu as Director of Civil Aviation with effect from October 5, 1998. Mr Lam will succeed Mr R A Siegel who will proceed on pre-retirement leave on the same day, after 25 years of service in Government.

The acting Secretary for the Civil Service, Ms Sandra Lee, thanked Mr Siegel for his dedicated and meritorious service in Government and expressed full confidence that Mr Lam will lead the department in meeting the challenges ahead.

Mr Alex Au Kang-yuen will succeed Mr Lam as Deputy Director of Civil Aviation with effect from the same date.

Brief biographical notes on the officers are as follows:

Mr Richard A F Siegel

Mr R A Siegel joined the civil service as Airport Manager in May 1973 and was promoted to Deputy Director in 1990. He has been Director of Civil Aviation since January 1996. He will be aged 55 when he proceeds on pre-retirement leave.

Mr Albert Lam Kwong-yu

Mr Albert Lam joined the civil service as Control Assistant (later re-graded as Air Traffic Control Assistant) in November 1962. He was promoted to Airport General Manager in October 1994, and to his present rank of Deputy Director of Civil Aviation in July 1996. He is now aged 54.

Mr Alex Au Kang-yuen

Mr Alex Au joined the civil service as Air Traffic Control Officer in December 1966. He was promoted to Chief Air Traffic Control Officer in August 1993 and to Assistant Director of Civil Aviation in October 1996. He is aged 53 and is now holding the post Air Traffic General Manager (D2).
