Terms of Reference

1. To determine overall policy on community building and to recommend priorities for community building projects;
2. to define departmental responsibilities for community building;
3. to ensure that resources available for community building are used to maximum advantage and that sufficient resources are made available to enable District Co-ordinating Committees to function effectively in the districts;
4. to consider how best to co-ordinate the efforts of voluntary agencies within the overall objectives of the Government for community building.
