Terms of Reference

1. To consider and decide on issues or cases for the optimal utilisation of government sites (i.e. Government / Institution / Community (GIC) sites which have been allocated or reserved for government uses), and the incorporation of government uses into private development;
2. to develop guidelines, and identify and promote programmes or projects, for the optimal utilisation of government sites as well as to maintain an oversight on their implementation;
3. to consider and decide on issues or cases for management, alternative use and release as appropriate of under-utilised or surplus government properties and the sites involved;
4. to consider and decide on departmental appeals on issues or cases related to optimum site utilisation, including those on reprovisioning arrangements, joint-user developments and government uses in private developments; and
5. to consider and decide on whether Public Works Programme projects using less than full development potential of GIC sites can be allowed to proceed to Public Works Sub-committee submission.
