Terms of Reference
The objective of the Council shall be to achieve better understanding and cooperation between the Government as the employer and the Model Scale 1 staff through regular discussion on all matters affecting the well-being of the latter, with a view to promoting their welfare and improving the efficiency of the Civil Service.
