How to Make Application for Amendment of Plan under Section 12A?
Applicant who would like to publish notice of application in local newspapers to meet one of the Town Planning Board's requirements of taking reasonable steps to obtain consent of or give notification to current land owner(s) as specified in Town Planning Board Guidelines No. TPB PG-No. 31 should publish the notice in the following 3 newspapers:
(a)	China Daily (Hong Kong) (for English notice) (Enquiry Tel. No. 2518-5127);
(b)	Wen Wei Po (for Chinese notice) (Enquiry Tel. No. 2873-9818); and
(c)	Hong Kong Daily News (for Chinese notice) (Enquiry Tel. No. 3921-6630)

How to Make Application for Planning Permission under Section 16?
Applicant who would like to publish notice of application in local newspapers to meet one of the Town Planning Board's requirements of taking reasonable steps to obtain consent of or give notification to current land owner as specified in Town Planning Board Guidelines No. TPB PG-No. 31 should publish the notice in the following 3 newspapers:
(a)	China Daily (Hong Kong) (for English notice) (Enquiry Tel. No. 2518-5127);
(b)	Wen Wei Po (for Chinese notice) (Enquiry Tel. No. 2873-9818); and
(c)	Hong Kong Daily News (for Chinese notice) (Enquiry Tel. No. 3921-6630)

Form No.16-1	For Change of Use within Existing Building(s) or Part Thereof Please use Form No. S16-3 if the proposed use is temporary for not exceeding 5 years; and Form No. S16-5 for public/private utility installation exceeding 5 years or for minor relaxation of stated development restriction for Column 1 use or use/development always permitted under the covering Notes.
Form No.16-2	For Construction of New Territories Exempted House(s) Please use Form No. S16-5 for land/pond filling for building the New Territories Exempted House (NTEH) if NTEH is a Column 1 use or a use always permitted under the covering Notes.
Form No.16-3	For Temporary Use/Development of Land and/or Building Not Exceeding 5 Years Also applicable to temporary private/public utility installation.
Form No.16-4	For Renewal of Permission for Temporary Use or Development Only for renewal of temporary permission for the same use on the same site and the application should be received by the Board no less than 2 months before the expiry of the permission.
Form No.16-5	For Other Kinds of Development Proposals Including : change of use of existing premises/building with open land included in the application site (e.g. kindergarten on podium with open playground, change of use involving change in parking provision or vehicular access on site) land/pond filling for Column 1 use or use/development always permitted under the covering Notes minor relaxation of stated development restriction for Column 1 use or use/development always permitted under the covering Notes (also applicable to public/private utility installation) public/private utility installation (please use Form No. S16-3 for use not exceeding 5 years) any other uses/developments not elsewhere specified
