Force managerial masters

Diploma holders: CIPs John Cameron and Irene Ho with their hard-earned certificates

A batch of officers have upped their academic skills completing diploma courses on Personnel Management and Public Administration. The 27 Chief Inspectors received their certificates at a graduation ceremony at Hong Kong University on March 18.

The four-month course, jointly organised by Training Wing and the University's School of Professional and Continuing Education (SPACE), was aimed at providing quality training to officers and promote life-long learning.

The pass out brings to 57 the number of officers who have completed the course since it started in 1998. Another batch of 21 officers were also expected to graduate soon.

The graduates sat through a pair of two-hour examinations and wrote essays, in addition to attending lectures, tutorials and finishing reading assignments. Consisting of four modules, the course contents included organisational theories and behaviour, personnel management, public administration in Hong Kong and current issues.

The course enhanced their understanding of management concepts and tools, and their relationship to the work of officers at relevant command levels. It encouraged a broad multi-disciplinary approach to management of personnel and public resources, provided an overview of current public administration issues and improved learning skills and strategies which could be applied to police needs.

Assistant Commissioner of Police (Training) Yip Kwok-keung helped present the certificates at the ceremony and said the Force was proud of their achievements.

"They are all in very busy and demanding posts, with tight family and social commitments, and yet they have not forgotten the importance of continuous learning. What they have achieved is a true example of the culture of learning which the Police and the Government are striving to develop," Mr Yip said.

"The Diploma programme marks the most successful co-operation between SPACE and the Force. This success is evident not only in its popularity, but also in favourable feedback from students - 80% rating the course as 'very good or above'."

The programme, partly funded by the Force, formed part of the Intermediate Command Course (ICC) for newly-promoted Chief Inspectors.

Chief Inspector Irene Ho Yuen-ha of Kowloon City District (Crime): "One of the major enlightenments we got from the course was the awareness of our role, not only as police officers, but as managers. It was a good opportunity for life-long learning. I am planning to take a Masters programme in Business Administration.

"I was especially impressed by the self-learning and the wide exposure to different modes of management, especially in this day and age when the Force is taking on Junior Police Officers of a different calibre, with better academic qualifications.

"As managers, we must also improve our skills to give them what they need."

CIP John Cameron of Marine Region's Anti-Smuggling Task Force said: "The Intermediate Command and Diploma Courses were tailor-made for newly-promoted CIPs. The content of each was excellent and fertilised new ideas on management and policing issues.

"The Diploma course was a good introduction into academic principals relating to management, administration and leadership. The course content consisted of good tuition and facilitation for self learning.

"I was particularly impressed with the variety of lecturers from both within and outside the Force."
