Amendment to Legal Aid Services Council Ordinance
As mentioned in the last report, the Council proposed to the Director of Administration to amend the Legal Aid Service Council Ordinance (LASCO) (Cap 489) to strengthen the independent operation of Council. Subsequently Council pursued the following in the light of information and comments provided by the Administration :
| (a) |
power for Council to enter into contracts on its own, including leases;

| (b) |
power for Council to appoint its own staff;
|
| (c) |
power for the Chief Executive of HKSAR to extend time for the submission of Council's annual report; and
|
| (d) |
reduction of Council's quorum requirement, which is currently at 70% of total Council membership. |
The proposed amendments to LASCO at (a) to (c) above were included in the Statue Law (Miscellaneous Provisions) Ordinance 2005 and took effect on 8 July 2005. Following commencement of the Ordinance, Council employed its first staff in August 2005, and in November of the year, Council entered into contract with the landlord to renew the lease of the Council office in its own name.
