Community Groups

Over the years Council had met different community groups on how legal aid could be better understood by practitioners and the public including legal aid panel lawyers, the legal professional bodies, non-government organizations, government departments and District Councils. Council met the Society for Community Organization in September 2005. The following subjects were discussed during the meeting

(a) expansion of Director of Legal Aid's discretionary power;
(b) Legal Aid Department's pilot scheme on "legal aid for mediation in matrimonial cases";
(c) expansion of the scope of legal aid to cover hearings before tribunals, appeal boards, guardianship board, class action and unbundled legal assistance;
(d) legal aid for Hong Kong residents in China Mainland;
(e) relaxation of the financial eligibility limits of legal aid;
(f) expansion of the scope of the Supplementary Legal Aid Scheme;
(g) application and processing of legal aid;
(h) obtaining expert advice from overseas for legal aid medical negligence claims; and
(i) desirability and feasibility of establishing an independent legal aid authority.
