Legislative Council

Upon invitation of the Legislative Council Panel on Administration of Justice and Legal Services (the AJLS Panel), the Chairman and the Secretary attended the AJLS Panel meeting in December 2005 to discuss matters relating to criminal legal aid fees.

At the meeting, the legal profession pointed out that the existing criminal legal aid fees system, which was devised in 1960s, was not conductive to the provision of quality legal service.

Council Chairman said that the Council agreed that there was a need to conduct a comprehensive review on the criminal legal aid fees system and the Legal Aid in Criminal Cases Rules so as to improve legal aid services to the public and that Council would be willing to assist in the review.

In response to the concern and views raised by the various parties, the Director of Administration accepted that there was a need to review the system. The Administration would invite representatives from the two legal professional bodies, the Judiciary, the Department of Justice and the Legal Aid Department to start the review.

Council valued the opportunity to meet the Panel which provided a useful forum for exchange of views on provision of legal aid services.
