In view of the stringent fiscal position, and the steady increase of Council activities over the years, Council took measures to achieve savings, including converting three civil service posts to non-civil service contract staff. A non-civil service contract staff reported for duty in 2004, followed by another in 2005 and still another in 2006. Council had a budget of $4.605 million in 2005/06 and the total savings achieved in 2005/06 by converting two civil service posts amounted to around $296,000.

The Administration introduced the Statue Law (Miscellaneous Provisions) Bill 2005 into the Legislative Council on 9 March 2005 to, among other subject, amend the Legal Aid Services Council Ordinance to confer power on Council to employ its own staff and to enter into contracts on its own, including leases.
