About the Pilot Rehabilitation Programme for Employees Injured at Work

The Labour Department has launched a three-year “Pilot Rehabilitation Programme for Employees Injured at Work” (Pilot Programme) on 23 September 2022.

The industries covered by the Pilot Programme, apart from the "Construction Industry" since launch, have been increased to include the “Catering and Hotel Industry” and “Transportation and Logistics Industry” from 9 May 2024 onwards to benefit more injured employees.


Features of the Pilot Programme

  • Helps participating injured employees to recover and return to work early
  • Provides speedy private out-patient rehabilitation treatment
  • Same fees as public hospitals/ public clinics (Reimbursement can be sought from employer under the Employees’ Compensation Ordinance)
  • Case manager to follow up treatment and return-to-work

Operation mode

The Work Injury Rehabilitation Office (WIRO) was set up by the service contractor appointed by the Government, which is responsible for the coordination and provision of rehabilitation services of the Pilot Programme.


Scope of services

  • Private out-patient rehabilitation treatment (including medical treatment1, physiotherapy, occupational therapy and imaging examinations services)
  • Case management services and return-to-work facilitation services

1 To be provided by general practitioners/ family physicians, orthopaedic doctors or occupational physicians.



Participation in the Pilot Programme

The Labour Department and WIRO will, based on the reported work injury cases, preliminarily identify suitable injured employees and contact them to introduce the Pilot Programme. WIRO will follow up the application procedures.
